The TM system Consultant (recruitment data) will provide an effective high-level support to ensure recruitment data integrity and creation of recruitment data report as well as an efficient support to end users on recruitment data-related matters.

1. Background
In end 2015, UNICEF implemented a new talent management system to support human resource management functions in the organization. UNICEF's Talent Management System (TMS) is a single platform designed to support and improve efficiencies in key recruitment, onboarding and performance management functions for all staff.
2. Purpose of the Assignment
The effective management of this system requires a sustainable and high-level support to ensure recruitment data integrity and creation of recruitment data report as as well as an efficient support to end users on recruitment data related matters. Thus, UNICEF is seeking for a TMS consultant to ensure good quality of this support.
3. Key responsibilities:
The incumbent will perform the following:
Recruitment & Applicant data
- Assist to maintain the integrity of recruitment data
- Collaborate with ICTD colleagues to download TMS exported recruitment data on a monthly basis
- Perform basic cleaning up of the recruitment data (for instance v-lookup “Regions” and filtering based on “Requisition Created Dates”)
- Upload cleaned up data on a monthly basis to SharePoint by region and draft communication message to be sent out to OneHR
- Provide guidance and support to Regions/Countries on updating their recruitment data in SharePoint
- Prepare specific reports based on requests from Senior Management and other stakeholders
- Maintain the Recruitment Data page on TMS Portal and grant staff permission to regional lists
- Maintain Recruitment Dashboard on TMS Portal (by using Power BI).
- Creation of Recruitment Data Dashboard (PowerBI), as well as monthly updates to the data and addition of features as requested by upper management
- Creation (data cleanup, formatting and design) of the quarterly Recruitment data report using InDesign and PowerBI
- Identify data issues in the Talent Management system (TMS)
- Coordination with Regional and Country offices to facilitate the clean-up and validation of the TMS SharePoint, which contains recruitment data by region
- Data gap analysis of missing recruitment data, as well as continuous tracking of missing data and contact with regional and country offices
- Determining and solving issues in the TMS – SharePoint – VISION integration along with ICTD and rest of TMS team
- Liaising with FRG/ICTD on recruitment data for usage in InSight on a monthly basis
Support to Client services
- Provide support in investigating system issues based on feedback from clients and report the issues to supervisor
- Monitoring of job postings and troubleshooting any issues with postings on Relief Web
- Periodically logging into “MyAccount” on Relief Web and filtering to posts that are in “draft”, “pending”, “on-hold” and “refused” statuses
- Investigating each job posting to determine why it has not been published and recording all investigation results in a spreadsheet
- Liaising with recruiters to solve any user-side issues such as missing/incorrect job level or missing functional area; as well as liaising with Relief Web to solve any integration/mapping of job categories issues
- Other day to day client services
4. Expected deliverables
- The recruitment data are reliable and available;
- Recruitment data Dashboard is up to date;
- Recruitment data report are timely created;
- The quality of support to system users is enhanced and maintained

The consultant will report to the HR Specialist (Recruitment System)
6. Duration: 11.5 months with starting date on December 17, 2018
7. Work location: New York City, USA
8. Requirements:
a) Education & Experience:
- A University degree in human resources, business administration, international development or related fields;
- Two years of professional work experience in a related field if candidate has an advanced university Master's degree. A first level university degree in combination with at least four years of experience may be accepted in lieu of the advanced university degree;
- Experience in human resource management and/or data analytics;
- Experience with United Nations or International Institutions or NGOs is an asset;
- Prior experience in delivering and/or supporting training (capacity building) activities is an asset;
- Knowledge of Advanced (Microsoft) Excel, InDesign and PowerBI is desirable;
- Excellent organization skills, initiative and creativity, solid judgment/decision making skills;
- Excellent command of written and spoken English. Ability to work effectively in a multicultural environment and with multiple stakeholders.
- Competencies:
- Communication – Effectively presents thoughts and ideas, including complex technical concepts, in a clear, concise and readily understood manner, both verbally and in writing. Listens to and acknowledges others' perspectives and views.
- Technical – Some experience working with digital and web-based communications and design tools and applications for electronic and print publishing, including content management systems.
- Flexibility – Works effectively on multiple assignments simultaneously and adapts to changing demands and circumstances.
- Independence – Ability to work with limited immediate supervision.
