Job Description

Scope:

The primary objective of the position is to build local and regional supply chain management capacity in IRC country programs via both remote and in-country support activities. It requires the occupant to have a thorough understanding of all aspects of the humanitarian supply chain, donor and IRC policies, including but not limited to needs assessment, procurement, warehousing and inventory management, transport, and information management.

When not deployed on a roving assignment, the Roving Supply Chain Coordinator will support Regional Supply Chain Director in developing supply chain standard operating procedures and training materials, as well as other tools and systems to increase IRC’s supply chain capacity.   In addition the Roving Supply Chain Coordinator will provide in ground and remote technical supply chain support to IRC offices worldwide when required.

Major Responsibilities:

Under the direct supervision of the Regional Supply Chain Director, the Roving supply chain coordinator will:

  • Act as a Regional Supply Chain Director at her/his absence.
  • Manage discrete aspects of the supply chain function (i.e. procurement; warehousing; fleet) if deployed, or assist the GSC with providing technical support for these functions at the regional level;
  • Conduct assessments of field supply chain policies, procedures, controls, and performance in designated countries;
  • Conduct interviews with applicants for supply chain positions where required for Country programs / Field offices
  • Provide training to field-staff on basic IRC supply chain policies, procedures, and software (i.e. ProLogs);
  • In Coordination with the Regional Supply Chain Director oversee the development and delivery of enhanced orientation and training materials and approaches for supply chain and non-supply chain staff;
  • Provide face to face and remote orientation to newly hired field based supply chain staff at IRC regional office and in designated countries;
  • Implement discrete, time-bound Supply Chain initiatives which improve performance or compliance (i.e. establish an asset register or assist country in implementing elements of an audit corrective action plan);
  • Review and provide feedback on assigned supply chain reports submitted by country offices;
  • Temporarily fill senior field-based supply chain positions, such as Supply Chain Coordinator;
  • Actively participate in global and regional supply chain, conferences, and leading sessions as required.

Key Working Relationships:

Position Reports to:  Regional Supply Chain Director

Position directly supervises:  N/A unless specified during deployments

Other Internal and/or external contacts:

Internal:   Regular relationships with regional and country Supply Chain staff at all levels, Deputy Director of Operations and Country Directors..  Interacts with IRC Program departments and technical units and advisors.

External:  May Serve as IRC Supply Chain representative in outside meetings, other non-governmental organizations, inter-agency groups and foundations.

Job Qualifications:

Education: Bachelor’s Degree required; advanced professional certification in supply chain management and/or emergency response management strongly preferred.

Work Experience: At least 5 years of experience in managing humanitarian supply chain; Strong financial management and budgeting skills; Demonstrated ability to develop and roll-out supply chain policy and SOPs; Clear training and coaching ability.

Demonstrated Skills and Competencies:High degree of flexibility and ability to work under sometimes extreme hardship conditions against tight deadlines;Strong computer and communication equipment skills, including Microsoft Office applications, HF, VHF, satellite/RBGAN phones;Must be able and authorized to drive manual transmission 4WD vehicles.

Language Skills:

Fluency in English required, spoken proficiency in French preferred.  Arabic is a plus.

Working Environment:  75% travel/deployment
