ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. Nobo Jatra is a five years programme started from October 2015 and to be end in September 2020. There is a possibility of Cost Extension of the project for another two years.

Background

As part of a consortium led by World Vision Bangladesh (WVB), World Food Programme (WFP) and Winrock International (WI), were awarded a USAID-funded Title II Development Food Assistance Program (DFAP), called Nobo Jatra, which means ‘new beginning’ in Bangla. The program’s goal is to improve gender equitable food security, nutrition and resilience of vulnerable people in Bangladesh.

The interventions are organized around three important themes: maternal and child health and nutrition (P1), agriculture and economic development (P2), and resilience (P3), as well as the cross-cutting purpose of governance and social accountability, with youth development and gender integrated throughout all activities.

The Mid Term Evaluation (MTE) of the project emphased on reinforcing the sustainability of critical program activities and outcomes. Also a cost extension of the project for two years is under process on the basis of the journey to self-reliance, which is a critical goal of USAID’s foreign assistance program. The incumbent will be accountable to achieve the MTE recommendations and the purpose of cost extension for WFP responsibilities. S/he will act as focal point for capture the success and evindences of Nobo Jatra project and design a suitable activity under the next WFP’s CSP.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision and guidance of National Coordinator - Nobo Jatra Program, the incumbent will be responsible for the following duties:

  • Coordinate and liaise with the Nobo Jatra WFP Coordination Unit, Sub-office and Support units on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities;
  • Build and maintain productive working relationships with World Vision, Project partners, and key stakeholders;
  • Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations;
  • Facilitate the planning and budgeting processes and supervise the project’s financial resources.
  • Oversee the quality and timely completion of all WFP project deliverables, including project results and deliverables, in accordance with the project work plan.
  • Understand the USAID's resilience strategy and contribute to a pathway to self-reliance in Nobo Jatra implementation;
  • Sound knowledge on Sustainability and Sustainability Framework and work to include existing organization/ other programs, private sector to ensure sustainability in Nobo Jatra project;
  • Develop project proposal based on experience of Nobo Jatra and prepare concept note for donor fund;
  • Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement;
  • Oversee the quality and timely completion of all WFP project deliverables, including project results and deliverables, in accordance with the project work plan;
  • Provide specialized expertise in the web-based register for all invoices and payment transfers and record paperwork;
  • Develop effective Private sector engagement in DRR related initiatives through mapping of private actors, preparation of strategy paper on private sector engagement, and develop ToR to engage the private actors;
  • Advocate for greater resources to be allocated for the development of RRAP and CDMAPS. Organize expousure visits for senior Govt. officials/NJP Steering Committee members to NJP areas;
  • Work with relevant line ministries (mainly DDM and LGD/LGED, but also other entities such as Bangladesh Water Development Board, Agriculture, Fisheries, Land, Environment, Planning, and Finance), which are supposed to allocate an annual development budget to building and maintenance of rural community infrastructure;
  • Coordinate and arrange experience sharing workshop and meetings with appropriate evidence for policy change, amendment and proper implementation;
  • Work with the designated government officials to advocate and engage for national level attention, action and accountability to address the chronic climate problems in the southwest;
  • Represent WFP as part of the DFAP – Nobo Jatra coordination structure under World Vision’s leadership;
  • Assist the National Coordinator_Nobo Jatra and other relevant colleagues with regular update on implementation progress of the activities as per plan and in accordance with the deadlines, including preparation of work plans as required;
  • Perform other related duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • University degree in Social Sciences, Economics, development studies; international affairs or a related technical field.

Experience:

  • Minimum of 5 years of progressively responsible experience in project management.
  • Proficient in GOB Policies and Laws related to Food Security, Nutriton, Resilience/DRR etc.
  • Experience of getting concurrence from GoB on behalf of UN agencies and INGOs.
  • Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Experience in gender, nutrition, food security, protection, livelihoods and/or disaster management is highly desirable.

Technical Skills: Skills in utilizing computers; MS Office such as Word, Excel. Working knowledge in spreadsheet and other software packages.

Language: Fluency in both oral and written communication in English and Bangla.
