Jerusalem Office – UNOPS Project Management and Infrastructure Centre of Excellence

Since the opening of the Jerusalem Office in 2006, UNOPS has significantly strengthened its operations in Palestine. Background Information - Job-specific

The mandate of the Office of the Quartet is to increase Palestinian economic and institutional development and empowerment, as a support towards achieving a two-state solution. In the event of a resumption of final status negotiations the OQ would support Quartet members in their efforts to realize a successful outcome.  The following strategic principles will guide the OQ’s work (in the areas of energy, water, rule of law, movement and trade and information/communication technology as well as economic mapping), to support the parties and ensure alignment with the strategic objectives of the Quartet members and donors to the Office.

  1. Playing a catalytic role in working towards sectoral solutions in partnership with other actors, while taking on direct responsibility for specific elements of those solutions (when the office is well positioned and requested to do so). Particular attention is paid to policies and projects that have a multiplier effect – that is an outcome which extends beyond the narrow output of the policy or project; 
  2. Focusing on implementation of agreements reached and announcements made by the parties, to ensure that they are translated as quickly as possible into results that have a positive impact in people’s lives; 
  3. Bridging between the parties and providing creative solutions that enable progress on the ground; 
  4. Maintaining the vertical depth of our work from the most granular, technical level to the strategic and political level while engaging the broad array of actors required to make progress, including the parties, members of the international community and others;
  5. Ensuring complementarity of the OQ’s work with that of other key actors, including those which also play a convening role, including UNSCO, the Netherlands, Norway, the World Bank and the Local Aid Coordination Secretariat more broadly;
  6. Continuing support to the Quartet Envoys, including their work to enable greater Palestinian sovereignty over its own affairs and to realize a final status agreement.
Objectives of the Assignment 

The OQ’s Energy Team is currently supporting the Palestinian Authority (PA) on a number of strategic initiatives to develop the Palestinian energy sector. This includes the Gas for Gaza (G4G) project, which facilitates the agreement and construction of a gas pipeline to Gaza, the implementation of the Electricity Agreement reached between the Palestinians and Israelis in September 2016, and investigating the potential for renewable energy projects in the West Bank and Gaza.   

The OQ is seeking to recruit a Project Manager (PM) to manage electricity work streams that are highly visible and of strategic importance, under the guidance of the OQ Director of Energy. The PM is responsible for managing the day-to-day operations of electricity work streams; mainly the implementation of the September 2016 Electricity Agreement and ensuring the delivery of associated milestones. The PM is also required to contribute to stakeholder engagement, project communication and outreach, and maintaining a comprehensive understanding of Palestinian and regional energy sector developments.

The PM may be required to support other related OQ energy work streams, as instructed by the Director of Energy.



Functional Responsibilities

Specifically, the PM will contribute to the following areas:

  1. Project management and delivery;
  2. Stakeholder engagement;
  3. Project communication and outreach;
  4. Sector monitoring, research and analysis.
The work is of a highly confidential nature and the PM must maintain the highest standards of professionalism and confidentiality at all times.  In particular, this role requires the ability to build and maintain strong working relationships with Palestinian energy sector stakeholders.

Deliverables

Project Management and Delivery:

  • Closely support implementation of one or more OQ Electricity projects.
  • Provide guidance on project strategy and direction and adapt this guidance as necessary in response to changing information.
  • Propose and maintain a detailed project plan and agree on outputs and deliverables with the Director of Energy.
  • Ensure that the project goals are met within acceptable tolerances from the perspective of project timeline, cost, quality and scope using a variety of tools including the OQ Electricity Agreement Tracker; take corrective action where necessary.
  • Identify, mitigate and manage risks associated with the delivery of project work streams, in liaison with the Director or Energy and the rest of the Energy Team.
  • Lead the production of internal and external project outputs on a day-to-day basis, including: presentations, written documents, background research, Gantt charts and other tasks relevant to the project.
  • Support procurement of external service providers, in coordination with relevant OQ staff.

Stakeholder Engagement:

  • Develop and maintain a comprehensive overview of electricity stakeholders at various levels.
  • Establish solid working relationships with stakeholders at the appropriate level to ensure continued cooperation on the Electricity Agreement project, access to relevant information and to coordinate outputs. This requires the PM to travel regularly to Ramallah and Jerusalem.
  • Ensure stakeholders are aware of project activities, progress and risks.
  • Manage and facilitate the engagement of external service providers by maintaining effective communication with them; facilitating meetings, access to data and contacts as required; providing input to their work and ensuring an acceptable quality of delivered services.

Project Communication and Outreach:

  • Prepare a range of written communication documents (such as reports, letters, emails and presentations) for internal and external project stakeholders as needed.
  • Assist with the organization and facilitation of meetings relating to the project.
  • Contribute to the Office fundraising efforts for the different energy projects, including the Electricity Agreement project, by engaging with potential and existing donors and drafting fundraising proposals.

Sector Monitoring, Research and Analysis:

  • Develop and maintain a comprehensive understanding of the Palestinian energy sector by identifying challenges, opportunities for further engagements and key players.
  • Develop and maintain a comprehensive understanding of regional energy developments, particularly in the natural gas field.

Education/Experience/Language requirements

Education:

  • Bachelor’s Degree is required
  • Advanced Degree (Master’s/MBA/PhD etc.) in a relevant discipline, such as Project Management, Engineering, Politics/ International Relations, is preferred.

Work

Experience:

  • Five years of work experience is required, preferably in the energy field.
  • Experience working in international organizations or the public sector is an advantage.
  • Project/ program management experience is required.

  •     Advanced command of English is preferable.
