Job Description

Summary of Responsibilities:
Under the supervision of the Health Manager will be in charge of medical and reproductive healthcare staffs for Korsan clinic, ensuring that the sexual and reproductive health services are provided in accordance with MoH and international accepted guidelines. In addition, the MO will offer quality health care to all patients in the health facility and work closely with other staff in all departments providing support and guidance. 

Key Responsibilities 

a.Responsibility:
  • Oversees in supervising the general routine healthcare services delivery at the health center
  • Supervises all HCs staffs in line to their specific job descriptions.
  • Conduct patient consultations related to OPDs, ANC, PNC and obstetric cases 
  • In collaboration with the Reproductive Health Manager, supervise the RH service delivery in KORSAN HC in Mogadishu
  • Monitor midwives and assist in performing procedures related to difficult labor such as vacuum deliveries
  • Conduct ward rounds in the different departments: OPD room, ANC room, delivery room, PNC and providing way forward on management of cases
  • Ensuring that medical protocols and prescriptions are in line with diagnosis made and are followed appropriately by the health personnel.
  • Ensure proper and accurate documentation of patient management in patient files
  • Conduct minor surgical procedures at the health facility when required
  • Ensure timely referrals of both Emergency and Elective cases to identified secondary and tertiary care centers 
  • Monitors Ambulance vehicle movement in line with the developed existing IRC referral criteria.
  • Attend to all emergencies, both medical and surgical within 15 minutes
  • Participate in staff on job trainings on a regular schedule agreed upon with the RHM/HM
  • Attend and participate in the daily morning health facility handover meetings
  • Participate in the Quality of Care Assessments done on a quarterly basis
  • Ensuring that universal infection control precautions and hygiene standards are in place and maintained within the department at all times by all health care personnel, including proper disposal of waste arising from the maternity department.
  • In collaboration with the pharmacists, maintain a complete and accurate inventory of medicines and supplies located at the health unit and monitor and supervise their usage.
  • Ensure adequate linkage between the RH program and other primary healthcare services through good communication and information sharing.
  • Provide up to date information on implementation of health activities through preparation and submission of weekly health facility reports
  • Ensure that all health activities are implemented as outlined in the work plans prepared in collaboration with the RHM/HM
  • Lead in maternal mortality audits to improve quality of care for patients
  • Review the health facility activities and priorities on a regular basis updating the RHM/HM on gaps and/or provide recommendations on how to improve quality of service.
  • Ensure patient management is in line with the set MOH, WHO and UNICEF, UNFPA guidelines and protocols.
  • Conduct regular meetings of health facility staff and non-technical personnel on the progress of the services at the health facility level.
  • Provide  and  submit  accurate  weekly  and  monthly  reports  including  morbidity  and  mortality surveillance data, HMIS monthly report, Weekly and monthly drug consumption report to the health manager and reproductive health manager.
b.Human Resource:
  • Be a team leader in patient management in all health facility service units, including maternity department, giving support and guidance
  • Compiling a monthly work schedule (roster) for the medical staff and checking leave entitlements, ensuring always that the department is adequately staffed
  • Oversee the activities of the Nurses, midwives, EPI vaccinator, Pharmacists, Lab technician, Data clerk,and auxiliary midwives and nurses

c.Reporting and Coordination:

  • Ensure that all service departments have the appropriate data collection tools and are using them in the correct manner.
  • Ensure accurate, consistent and timely collection of all epidemiological data from all service departments with weekly submission to the data clerk for collation 
  • Monitor closely the morbidity and mortality trends together with all the other health indicators and report any deviation in trends to the RHM to ensure that prompt actions are taken.

Qualifications

  1. Bachelor of Medicine and Surgery.
  2. Registered with Directorate/Ministry of Health 
  3. Minimum 2 yrs of working experience in a busy hospital setting
Required Experience & Competencies:
  1. Good knowledge and skills in clinical medicine and surgery
  2. Ability to write clear, concise reports and well developed communication skills
  3. Good computer skills 
  4. Must be a team player, flexible and culturally sensitive
  5. Ready to work in difficult environmental conditions
  6. Ability to accept the possibility of insecurity in the project areas and obey security rules and standard operating procedures.
