Senior Coordinator (Inter-Agency)

ORGANIZATIONAL CONTEXT

The Senior Coordinator leads the overall inter-agency coordination of the on-going refugee responses in Cox's Bazaar through the Resident Coordinator's Office. UNHCR's increased involvement with the RC's Office is expected to allow the Operation to further expand UNHCR's operational space and to potentially exercise more central leadership role in the international responses, while the coordination mechanism remains fluid. The incumbent effectuates UNHCR's commitment to work within the framework of the Inter Sector Coordination Group (ISCG). The Senior Coordinator guides an inter-agency team in an environment that requires high standards of accountability and demonstrable leadership, coordination, negotiation and conflict resolution skills, and in which the principles of partnership and collaboration are essential. The Senior Coordinator is also expected to play a significant role in delivering a solutions-orientated response in coordination with the concerned authorities as well as the development actors. The Senior Coordinator reports to the UN Resident Coordinator.

FUNCTIONAL STATEMENT

Accountability
- The needs of populations of concern are met through timely and coordinated action by all partners under the auspices of the ISCG.
- Effective coordination mechanisms and tools, including information management, are established and maintained at inter-agency level, ensuring timely and effective needs assessment, planning, prioritization, implementation, reporting and evaluation.
- The inter-agency system has a solid coherent response strategy which is developed, updated and implemented jointly with the Government, UNHCR and partners with a view to ensuring long-term solutions. 

Responsibilities

- Ensure overall coordination with UN agencies, NGOs or other relevant agencies in coordination with the Government through the framework of ISCG.
- Lead the management on the transition from initial phase of emergency to gradually move to medium and long term durable solutions at inter-agency level.
- Lead the development of inter-agency contingency plans as required.
- Manage the overall process of external/donor relations at inter-agency level, including the development of inter-agency appeal documents.
- Undertake required activities to strengthen the capacity of staff of NGOs and agencies.
- Perform any other related duties as required.

Authority
- Represent the ISCG in meetings and other fora related to emergency coordination activities.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Graduate degree (equivalent of a Master's) in Business Administration, Economics, Law, International Relations, Political/Social Sciences or related disciplines plus minimum 16 years of previous job experience relevant to the function; of which 10 years should be in an International capacity. Undergraduate degree (equivalent of a BA/BS) plus 17 years or doctorate degree (equivalent of a PhD) plus 15 years of relevant work experience may be accepted.
-      Good understanding of protection and operational management experience.
- Previous working experience in a complex operational environment, with many external stakeholders.
- Excellent knowledge of English.

Staff after having applied to High Risk Duty Stations will have access to country specific information webinars with Field Safety Section (FSS) and Staff Welfare Section (SWS) colleagues and provided with a tool to test their psychological preparedness for serving in High Risk Duty Stations. Applicants who applied for a position in a High Risk country will receive, after the deadline for applications has expired, a joint invitation from the Staff Welfare Section (SWS) and the Field Safety Section (FSS) to participate in these webinars. During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants. Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station. A Staff Welfare Officer will also be available, if and when required, to discuss with interested applicants the results of the psychological preparedness tool as well as readiness for assignment in High Risk Duty Stations.
