The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers in 190 countries. The RCRC Movement’s mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies. The international engagement of NorCross is based on and guided by humanitarian needs and the humanitarian imperative aiming at achieving humanitarian objectives. Internationally, NorCross operates exclusively inside the framework of the RCRC Movement, and has established regional and country offices to ensure decentralized decision-making and proximity to partners and projects.   
 
All NorCross efforts in Americas aims to reduce the vulnerability of communities and prevent the of loss of human life.  
 
To achieve the overall strategic objective in Guatemala, NorCross' humanitarian objective is to ensure that basic needs are met, and improve the health of the most vulnerable people affected by conflict and protracted crisis.  
 
In Guatemala NorCross supports the implementation of health programmes focusing on community health using the CBHFA methodology. The focus is improved practices in family planning and STD transmission and reducing stigma and discrimination against marginalized groups through increased knowledge. The methodologies we use center on community organization, including support groups.  
NorCross supports the strengthening of Guatemalan RC’ response to the humanitarian consequences posed by the high levels of organized violence in urban areas. Focus is directed towards assistance to victims of armed and sexual violence in areas with limited health and support services through the Center for Integrated Assistance (CAI). Furthermore, initiatives in coordination with Guatemala' health authorities will enhance protection measures for health care providers and patients. 
 
The main target groups for NorCross' supported activities in Guatemala are:  
  • Indigenous women and children in food insecure communities   
  • Victims (and survivors) of armed and sexual violence   
  • Health care providers   
  • Groups especially vulnerable to HIV/AIDS  
 
The purpose of the Country Programme Manager is to achieve Norwegian Red Cross humanitarian objectives at country level through results-based project management and risk management.  
 
 
The overall responsibility as Country Manager in Guatemala:  
  • Follow up and strengthen the National Society partnership through project development and management in line with established project agreements and project plans.  
  • Manage country office personnel in accordance with Norwegian Red Cross leadership development framework, and in-country security.  
  • Represent Norwegian Red Cross in-country and contribute to complementary RCM roles and responsibilities.

Education:
  • University Degree  
  • Education or working experience in relevant programmatic focus 
 
Experience:  
  • Track record of managing humanitarian teams in complex humanitarian setting  
  • Proven ability to implement programmes in challenging contexts, particularly health programmes or related fields. 
  • Excellent drafting skills. Successful donor applications and reporting on humanitarian projects with measurable results.  
 
Other skills:   
 
  • Fluent written and spoken English and Spanish.  
  • International driving licence (manual gear) is required. 
 
Reporting to:   
Regional Representative Americas, based in Panama

Guatemala City, Guatemala. - Family post 
 
Contract:  
12 months’ contract, with possibility of extension
