About the job and project  
The Cash Consortium for Iraq (CCI) is a partnership of five international INGOs (Danish Refugee Council, International Rescue Committee, Norwegian Refugee Council, Oxfam and Mercy Corps, consortium lead) that was formed in 2015 to better meet the needs of conflict affected households. The CCI has secured more than 100 million USD. In the CCI Strategy (2017-2019) the vision is “To be a leading national and global cash actor, which supports the ability of vulnerable, conflict-affected people to cope and recover from shocks, and which influences national and global policies regarding the use of cash-based interventions in conflict contexts.” 
 
In early 2017, the CCI took the decision to expand its scope of activities beyond multi-purpose cash assistance (MPCA) to include early recovery (ER) programming in accordance with the evolving context and needs. This will entail community-oriented programming with integrated activities focusing on livelihoods, rehabilitation of shelter and public infrastructure, local governance, social cohesion and protection. The CCI is in the final stages of negotiation for a 24 million Euros European Commission (MADAD) grant, which targets selected communities in four Iraqi governorates most affected by conflict – Anbar, Diyala, Ninewa and Salah al-Din. Implementation is expected to start in January 2019.
 
We are looking for a highly qualified professional to serve as Grants Officer to support the Grants Coordinator with essential oversight and coordination of all reporting, proposal development, and communication tasks for the new ER project and, pending confirmation of funding, future ER projects. S/he will also work with the DRC Grants Manager, CCI Grants Coordinator and DRC team on partner sub-award management, including preparation of amendments. S/he will ensure high-quality, well-written and timely reports and proposals meeting donor and DRC requirements, working closely with CCI partners’ grants and technical staff. S/he will also support the CCI Director, Economic Recovery Project Coordinator and Grants Coordinator in consolidating regular internal reports to provide an overview of project progress and assist with other reporting activities as required. S/he will facilitate regular project meetings with CCI partner grants and technical focal points to ensure implementation in line with the proposal and contractual obligations. The Grants Officer will be contracted by DRC, as grant holder. The Grants Officer will be recruited and hosted by the DRC Iraq, but will be seconded, full-time, to the CCI, reporting to the Grants Manager of the CCI.  
 
 
 
Responsibilities: (in bullet points) 
  • Manage consortium partner sub-awards, working with DRC finance and compliance staff, including processing of contracts and amendments.
  • Prepare internal and external reporting and communication pieces (success stories, case studies, etc.), ensuring high-quality, well-written and timely reports meeting donor and DRC requirements, coordinating closely with CCI partners.
  • Develop overviews of donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents.
  • Support the Economic Recovery Project Coordinator in developing and managing project consolidation tools for use by the CCI and Steering Committee for decision-making, including regular progress reports and key programme highlights/issues.
  • Coordinate the development of concept notes and proposals in collaboration with consortium partner technical staff and grants staff.
  • Facilitate project meetings for consortium partner grants staff.

About you  
To be successful in this role we expect you to have the following: 
 
Experience and technical competencies: (include years of experience)  
The successful candidate will have previous grant management experience, with a proven track record managing a complex portfolio including partnerships. You will have a post-graduate degree in social sciences, international relations, development studies, or a related field and at least 2 years international experience in an INGO position, preferably in post-conflict settings and/or in the MENA region:  
  • Significant experience in coordination and sub-award management in partner networks or consortia;
  • Proven experience in proposal development and reporting;
  • Knowledge of a range of donors regulations, with specific experience and knowledge of the European Commission’s regulations and requirements;
  • Excellent communication, negotiation and problem-solving capacities;
  • Ability to manage stress, multi-task and take decisions;
  • Excellent organizational skills, with strong attention to detail;
  • Proven ability to work in insecure and hardship environments. 
 
 
Education: (include certificates, licenses etc.) 
  • Master’s degree in social sciences, international relations, development studies, or a related field. 
 
Languages: (Reading and Writing) 
  • Fluency in English (written and spoken);
  • Arabic language skills an advantage but not required.
