Individual Consultancy – Technical support to Ministry of Civil Affairs for adaption of the manual on the inclusion of refugee and migrant children in the public education system in Serbia to the context of Bosnia and Herzegovina, Jan-Sep 2019

Under the overall supervision of the UNICEF Education Specialist, and in cooperation with the Education Sector of the Ministry of Civil Affairs, the consultant will provide technical assistance in the adaption of the manual on the inclusion of refugee and migrant children in the public education system in Serbia to the context of Bosnia and Herzegovina. Timeframe: 20 January 2019 – 30 September 2019

Between January and September 2018, there were over 16,000 detected refugee and migrant arrivals in Bosnia and Herzegovina. This represents twenty-five times increase compared to the same period last year. Although 90 per cent of refugees and migrants expressed their intention to seek asylum in the country, barely six per cent of them were able to actually register their asylum claims. Currently, it is estimated that some 500 are present in the country. Reception conditions remain a major challenge as winterized shelter is limited and refugees and migrants live in precarious conditions, many camping in fields, hangars and uninhabited buildings.

In August 2018, the Ministry of Civil Affairs Bosnia and Herzegovina contacted the Ministry of Education, Science and Technological Development of the Republic of Serbia with a request that the Ministry of Education in Serbia approves adaptation of the Manual for schools on the inclusion of refugee and migrant children to the specific context of the education system in Bosnia and Herzegovina. After the approval was formally received, the Ministry of Civil Affairs has sent the request to all responsible Ministries of Education in BiH, Ministry of Human Rights and Refugees, Ministry of Security, EUD and UNICEF to nominate a representative in the working group and  requested UNICEF's assistance in providing a technical expert who will also be a team leader in the process of adaptation of the above mentioned manual.

How can you make a difference?

The purpose of the assignment is to provide technical assistance to the Ministry of Civil Affairs, Education Department, and the appointed working group members from relevant institutions such as Ministries of Education, Ministry of Human Rights and Refugees, Ministry of Security and representatives of different civil society and international organisations.

Under the overall supervision of the UNICEF Education Specialist, and in cooperation with the Education Sector of the Ministry of Civil Affairs, the consultant will provide technical assistance in the adaption of the manual on the inclusion of refugee and migrant children in the public education system in Serbia to the context of Bosnia and Herzegovina.

More specifically, the consultant will:

• Analyze the existing assessments and reports on refugee and migrant situation in Bosnia and Herzegovina, as well as relevant strategic documents, regulations and policies governing this field. 
• Develop a methodology and define tasks of the working group members
• Provide analytical analysis and consolidate inputs from the working group members.
• Coordinate and regularly exchange information between the working group members on the process.
• Facilitate six meetings of the working group to:

1) present and agree on the methodology and process (1st workshop);

2) development and writing the document (evaluation and analysis of data and information received, additional clarifications and cross-checking the data and timeframe, 2^nd, 3^rd  and 4^th workshop);

3) based on the inputs from the working group, present and validate the first  draft of the manual on the inclusion of refugee and migrant children in the public education system in Bosnia and Herzegovina to the competent educational authorities, civil society representatives, international and local NGOs, professional associations of teachers, Academia and media  (5^th workshop);

4) Revise and finalize the document as per the feedback from validation workshop. (6^th workshop)

• Present the final draft to the Ministry of Civil Affairs and UNICEF, as well as other partners.
• Submit a final document.

To qualify as an advocate for every child you will have…

• Advanced Degree in Education, Social Sciences or related field;
• Minimum 7 years of work experience in the education field;
• Excellent knowledge of the BiH legislation and polices in the area of inclusive education;
• Proficiency in English and local languages;
• Knowledge of inclusive education and primary school education system;
• Experience in working with the governmental and non-governmental sectors on education issues;
• Experience in working with vulnerable groups such as refugee, migrant, Roma children, children from minority groups;
• Previous experience with the UN is an asset.

The consultant will work from home, and is expected to attend six workshops at different locations in BiH.
