Job Description

The International Rescue Committee (IRC) is a private, non-political, non-profit, non-religious organization with its global humanitarian relief tasks for more than 80 years since 1933. Today, the IRC continues to bring swift emergency relief and development to the vulnerable and the displaced people in more than 40 countries.

IRC has been working in Myanmar since May 2008, initially supporting emergency response and early recovery interventions for communities affected by Cyclone Nargis. Over the years, IRC has broadened its portfolio to include health, water and sanitation, livelihoods, and social development programs and aims to employ a holistic approach. IRC is committed to a long-term presence in-country with the aim of improving the wellbeing of vulnerable populations living in the most hard-to-reach areas. IRC primarily focuses on the most marginalized areas of the country, including Chin, Rakhine, Kayah, and Kayin States.

This position will be recruited under IRC Myanmar’s National Staff Recruitment Policy and entitlement for all liable IRC national Staff benefits although the position will be seconded to the IRC’s Kayah A2H sub award partner, Civil Health and Development Network.

Scope of work: 

  • S/he is responsible for coordinating and synchronizing Karenni EHOs and State and Township Health Department on coordinated health programming and State and Township wide health management information      management.  
  • S/he is responsible as key technical assistant and reference of EHOs’ senior technical team and EHOs’ senior policy and decision making team to ensure conflict sensitive health programming and synchronization process are maximizing between Kareanni EHOs and Union and State level MoHS as necessary.
  • S/he is responsible in the technical support to Civil Health and Development Network (CHDN) and individual Ethnic Health Organization (EHO) for strengthening EHO health service administration and management ensuring health service readiness for EPHS under NHP.
  • S/he will be focal coordinating person for coordination among EHOs, State and Township Health Departments for synchronizing health service programming and technical consistency under A2H grant
  • S/he is a key technical assistant of EHO senior technical teams and senior management team on managing, monitoring, evaluation of EHO’s MNCH, Malaria, TB and other Basic Health Service Package of PHC.
  • S/he is responsible as key technical assistant of CHDN program senior management team in the development of detailed A2H program log frames, work plans, implementation plan to ensure high quality A2H program implementation in adjusting with other available funded projects under six different Kareanni EHOs
  • S/he will assist capacity building team and capacity building focal person of each EHO to ensure standardized capacity building package and tools synchronized with MoHS standard guideline and protocol for MNCH, Malaria, TB and SRHR services are developing and practicing among 6 Kareanni EHOs.
  • S/he will closely coordinating with Kayah State Health Department key staffs (SHD, DySHD, Team Leaders) and assisting IRC Kayah A2H Program Coordinator and project teams to ensure implementing of quality of ITHP services supported by A2H grant.
  • S/he is responsible for assisting CHDN and EHOs senior management team to assess, plan and response health humanitarian needs as necessary during fresh conflict or natural disaster condition in Kareanni region as necessary, to ensure affected communities able access to essential health humanitarian services in timely manner.
S/he is responsible as key technical assistant of CHDN senior program management team to develop donors reporting package (six monthly and end of year A2H reports) with the highest quality in a timely manner.

Qualifications

  • M.B., B. S or MD with post graduate degree in Public Health or Community Development or a related field.
  • At least 5-7 years of experience in setting up and managing complex health programs in both humanitarian and development context.
  • Demonstrated high level skills in program and project coordination, management, mentoring and multi-tasking; and an excellent understanding of the contexts of Myanmar, MoHS and EHOs in South East Region of Myanmar.
  • Have strong multi-year experience of coordinating roles in health development or Health Humanitarian sector and demonstrated higher skill of negotiating and advocacy with Government Ministries and Authorities at Union and State Level.
  • Experience and skills in managing and mentoring multidisciplinary health program team in multiple sites within a country program
  • Experience in design, implementation and analysis of health program assessments and surveys.
  • Excellent communication skills, fluent written and verbal Myanmar and English skills.
  • Good computer literacy and have experience of applying database and research soft-wares.
  • Professional demeanor, ability to work under stressful conditions while maintaining perspective and a sense of humor.
  • Patience, diplomacy, flexibility, critical thinking and analytical skills.
  • Have ability to travel extensively to program implementing very hard to reach or conflict affected rural areas. 12/10/2018
