NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs


The following is a brief description of the role.

Job description



  • Adherence to NRC policies, guidance, and procedures.

  • Contribute to the development of Country, Area and CC strategies; initiate and participate in the development of relevant CC projects. Development and implementation of the NRC Security Management System at the national level

  • Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS) by conducting Field visits to area/field offices.

  • Work witht Area Security focal points to minimize security risks to the operations of NRC

  • Management of national security staff at the country office.

  • Support, training, control, and development of security staff in all offices.

  • Prepare safety and security reports as required.

  • Communicate and cooperate with relevant external security actors.

  • Train and develop staff in safety and security.

  • The Security Manager is responsible for tasks assigned by the Security Advisor or by the Country Director in a timely.

  • With the support of the Area Security Focal points the incumbent is required to support and ensure that the security management systems are strictly implemented, reviewed and updated.

  • Monitor, evaluate and suggest changes and improvements in NRC Security Management System based on observations and inputs from the field staff.

  • Compile weekly situational reports for the country, including Incidents reports for further submission to the Security Adviser.

  • Support on post-incident analysis and ensure recommendation are implemented.

  • Conduct security assessments and prepare risk and situational analysis as requested by the Country Director or Security Adviser.

  • Support the Security Adviser to enforce situational awareness among staff, utilizing all means/tools available, with reference to requirements stated in NRC-MOSR.

  • Provide and/or facilitate safety and security training (including First Aid, Fire Safety and Communications training) as requested by the Security Adviser.

  • Communicate, exchange information, and co-operate with relevant external actors in the areas of responsibility determined by the County Director with the support of the Security Adviser.

  • Assess needs for capacity building among security staff.




Qualifications



  • Minimum 3 years of experience from working as a senior Security Coordinator in a humanitarian organization.

  • Previous experience from working in complex and volatile contexts.

  • Documented results related to the position’s responsibilities.

  • Knowledge about own leadership skills/profile.

  • Fluency in English and Arabic, both written and verbal.

  • Valid driver’s license.
