UNICEF seeks to hire the services of an International consultant to support the National Expanded Program on Immunization in Sudan in establishing Cold Chain Maintenance and decommissioning System and develop an Operational Deployment Plan (ODP) including monitoring frame work and capacity building for the CCEOP Country Management Team. Specific tasks are to: a) Develop Cold Chain Equipment Maintenance System b) Develop Cold Chain Equipment Decommissioning System based in UNICEF and WHO guideline c) Develop Cold Chain Operational Deployment Plan based on the Gavi Independent Review Committee (IRC) approval

Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

UNICEF seeks to hire the services of an International consultant to support the National Expanded Program on Immunization in Sudan in establishing Cold Chain Maintenance and decommissioning System and develop an Operational Deployment Plan (ODP) including monitoring frame work and capacity building for the CCEOP Country Management Team. Specific tasks are to:

  1. Develop Cold Chain Equipment Maintenance System
  2. Develop Cold Chain Equipment Decommissioning System based in UNICEF and WHO guideline
  3. Develop Cold Chain Operational Deployment Plan based on the Gavi Independent Review Committee (IRC) approval

Specific Tasks

Under the general guidance of the Health and Nutrition Section, UNICEF Sudan CO and the Technical Guidance of Immunization team at Health and Nutrition Section, the consultant will:

  1. Develop National Cold Chain Maintenance System

  • Review and provide situation analysis for the current practice in the cold chain repairs and maintenances, 
  • meets with key stakeholders and actors to review the resources already existed,
  • Develop a proposal for a national cold chain maintenance system, and that includes clearly identified roles and responsibilities at each level
  • Develop operation manuals as annexes for the main cold chain equipment used in the Sudan national immunization program and that will be provided through CCEOP support
  • Identify current maintenance needs and forecast the future one,
  • Present the developed system to the stake holders for review, finalization and endorsement
  • Submit the final Cold Chain Maintenance System document

b. Develop Cold Chain Equipment Decommissioning and Safe Disposal System

  • Review the current practices in regard to cold chain decommissioning
  • identify the equipment need to be decommissioned
  • Proposed National cold chain decommissioning System
  • present the proposed system to the stakeholders
  • Finalize the final approved Cold Chain Equipment Decommissioning System

c. Develop Cold Chain Operational Deployment Plan

  • Review the strategic deployment plan based on the Gavi IRC approval
  • Develop detailed cold chain operational deployment Plans for the first, second and third year
  • Support structuring and capacity building for CCEOP Country Management Team as part of implementation and monitoring of the cold chain deployment plan

Expected Deliverables

Develop National Cold Chain Maintenance System (Including operational maintenance manuals for equipment used by national EPI and cold chain maintenance check list as annexes).02 January – 3nd March 2019

Develop Cold Chain Equipment Decommissioning and Safe Disposal System 3rd March – 2 April 2019

Develop Cold Chain Operational Deployment Plan Migrating the Gap analysis data into the Total 3rd April 1st May 2019

To qualify as an advocate for every child you will have…

  • Basic University degree in engineering or relevant field with Master degree from a recognized academic institution in one or more of the following areas: Mechanical Engineering, Public Health, Data Management or relevant field
  • Training in maintenance and or in Supply chain
  • Previous similar experience in maintenance and repair or any other related field of system design.
  • Product knowledge on cold chain equipment, new cold chain technologies and understanding of the principles of vaccine management, knowledge and experience with data collection, data management analysis and reporting are essential.
  • Fluency in English required, Arabic is an asset
  • At least seven years of extensive experience at national and international in Cold Chain Management or Cold chain maintenance.
  • Previous solid experience and with cold chain maintenance and decommissioning systems
  • Experience in planning, implementation and monitoring of Effective Vaccine management
