OBJECTIVES OF THE PROGRAMME

All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right.

All of WHO actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.WHO's mandate revolves around six core functions\:

(i) providing leadership on global health matters;

(ii) shaping the health research agenda;

(iii) setting norms and standards;

(iv) articulating evidence-based policy options;

(v) providing technical support to countries; and

(vi) monitoring and assessing health trends.

 

The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.

The Division of Health Systems and Public Health (DSP) enables countries to benefit from international experience in reforming their health systems and public health services stressing quality, accessibility and efficient use of resources in line with the country's health policy framework. The Division contributes to the implementation of the WHO European Health Policy Health 2020 and National Health Policies, Plans and Strategies, and the knowledge base in the broad thematic areas of service delivery, health financing, human resources for health, health technologies and pharmaceuticals and public health in collaboration with other relevant international, regional, national and non-governmental partners. The WHO European Centre for Primary Health Care Almaty, Kazakhstan works as part of the Regional Office for Europe in Copenhagen for an increased presence in countries as a hub of resources for strengthening primary health care-led service delivery. The Centre hosts the Health Services Delivery Programme. The Health Services Delivery Programme - guided by the health system strengthening objectives of the Division of Health Systems and Public Health (DSP) - aims ultimately to enhance the support provided to Member States in their efforts to optimize the provision of people-centred, integrated health services delivery for improved health outcomes. Work within the Health Services Delivery Programme is encompassed by the development of a Framework for Action on Integrated Health Services Delivery - a comprehensive, action-oriented work plan to support Member States with the resources (tools, instruments and competencies) for leading and managing service delivery transformations.

 

The function of the Centre has been defined according to four core pillars, to which the technical staff in alignment with the Health Services Delivery Programme are expected to work\:

1. Knowledge synthesis\: Ensuring a conceptually sound and continuously evolving evidence-based informs the foundation for technical assistance, systematizing innovative thinking and evidence and organizing messages into a common narrative and vision for priorities in-house.

2. Country support\: Providing technical assistance as requested by Member States, leveraging experiences across countries by documenting and collocating practices to optimize the delivery of services.

3. Policy analysis for change management\: Deciphering priority lists of actions, policy options, mechanisms and tools for processes like leading and managing service delivery transformations, coordinating capacity building and training programmes and disseminating policy tools and instruments.

4. Alliances and networking\: Identifying synergies with global health initiatives, fostering partnerships with leading academic institutions, think tanks, and collaborating with Development Partners and other actors working with and across Member States.

DESCRIPTION OF DUTIES

The purpose of the post is to ensure sound and smooth management of the administrative, financial, secretarial, logistics and, overall, operational functions involved in the day-to-day running of the WHO European Centre for Primary Health Care in Almaty, Kazakhstan including the optimal financial and human resources utilization. The incumbent is to provide administrative and operational support to the Head of Office including, when duly delegated, to represent the WHO European Centre for Primary Health Care with local and national counterparts, other UN and international agencies in the country.Under the guidance and direct supervision of the Head of Office and in coordination with the DSP Division Administrative Officer, the incumbent will assume the following responsibilities\:

General

1.Provide support for the management and control of all administrative services and operations of the Office including administration, budgeting, finance, procurements, human resources management, event management, ICT, security arrangements and offices space and equipment arrangements.

2. Provide advice and guidance to the HoO and other team members on administrative and financial rules and regulations, practices and procedures and other administrative processes and services.

3. Establish and utilize tracking mechanisms that allow the HoO and the team to be proactive in initiating and executing administrative actions.

4. Develop standards operational procedures to ensure compliance with rules and regulations of the Organization, including risk management. Plan, recommend and implement systems, norms and procedures for the administration of human, financial and material resources.

5. Ensure that the financial and administrative recommendations provided by the Division of Administration and Finance and other auditing mechanisms are implemented and observed.

Finance

6. Advise the HoO on the allocation of financial, resources. Monitor and analyse financial/non-financial data to assess options for solutions to financial, administrative resources issues, proposing approaches to optimize programme delivery.

7. Oversee the financial management systems; prepare budgetary forecasts; establish control and report structures by monitoring commitments and ensuring the processing of obligating documents that adhere to operational plans, compliance with deadlines and with reporting cycles and financial controls.

8. Elaborate of the administrative and financial annual report of the Centre in compliance with the regulations of the Organization and donors.

9. Procurement actions, contracts and execution of orders for services or goods.

Human Resources

10. Work in close collaboration with HoO and the Divisional AO on all human resources issues related to the staffing of the Office to implement the approved human resources plan.

11. Perform and/or oversee leave tracking and performance management process.

12. Supervise assigned administrative support staff; coordinate their work objectives; distribute and organize tasks in accordance with the needs of the office and evaluate their performance.

13. Develop and maintain updated a database of consultants and services providers.

Local UN Common system

14. Represent the Centre as delegated by the HoO as well as in operations management team meetings and liaise with other United Nations agencies regarding administrative and security matters and provide inputs and recommendations.

15. Provides support on security matters e.g. MOSS compliance, senior management team meetings and similar and coordinates, under head of the office guidance, the administrative issues with the broader United Nations agencies.

Other duties

16. Planning and execution of operational aspects of events providing regular overviews to the HoO.

17. Support the HoO in negotiations with regional and national authorities with regard to the provisions of the Host Agreement and related budget agreements.

18. Other relevant duties relevant to the scope of the assignment.

REQUIRED QUALIFICATIONS

Education

Essential\: A bachelor's degree in business, public administration, finance, economics or related field from a recognized institution ( For WHO staff please see e-manual III.4.1, paragraph 220 (only applicable to WHO internal candidates).
Desirable\: Qualifications in business management, health services administration or related field.

Experience

Essential\: At least two years of professional experience in office/project management in the areas of administration, human resources, finance/accounting, budget, logistics, security, travel arrangements, procurement or any other related administrative services and operations. Demonstrated experience in coordination of activities.
Desirable\: Relevant work experience, with special focus on administrative and financial rules, procedures and practices, within the World Health Organization and/or other UN agencies.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 46,472 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1150 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
