The position will provide technical assistance for programme design, planning and implementation as well as management of three major programme components: policy advocacy, media partnership and public awareness raising campaign, and C4D interventions. It will be under the direct supervision of the UNICEF Monitoring & Evaluation /Child Rights Monitoring Specialist and will work closely with the Deputy Representative, Communication section and the Representative.

How can you make a difference?

Among the programme priorities for UNICEF in Armenia is the promotion of gender equality and equal opportunity for children, girls and boys alike.  Prenatal sex selection is deeply embedded in cultural norms, which attribute a lower value to girls in comparison with boys. UNFPA and the World Bank Group studies in Armenia show the need to increase awareness in the society regarding the nature and consequences of sex imbalances at birth, advocate for policy change and most importantly to involve the communities, and different stakeholders in the process of redefining the norms and attitudes.

To advance the rights of children and women and promote gender equality, UNICEF will embark on an evidence-based advocacy and C4D intervention (2018-2020). The intervention consists of policy advocacy work, awareness raising campaign and communication for development (C4D) work with the society at large based on results of experimental research conducted earlier to identify root causes of prenatal sex-selection.

Major Duties and Responsibilities

Programme Development and Management

Provide professional technical assistance in programme development and management.

Communication and Advocacy at the National, Community and Family Levels

Analyze programme related issues and policies from children's and women's rights perspective and promote the organization goals.

Partnership, Coordination and Collaboration.

Facilitate partnership and collaboration with internal and external counterparts, and provide them with technical assistance and capacity building to ensure programme sustainability.

Optimum Use of Program Funds

Monitor programme implementation progress and compliance including allocation and disbursement of programme funds.

Programme Monitoring and Evaluations

Monitor and assess programme implementation through field visits and decide on required corrective action. Conduct a transparent approach to programme evaluation in collaboration with partners.  Participate in coordination meetings with government counterparts and other stakeholders and program status reports in a timely manner, as required.

To qualify as an advocate for every child you will have…

Education:

  • University degree in Social Sciences, including Public Administration, Public Policy, Social Policy and Social Development, or other relevant disciplines, preferably with a gender component.
  • Specialized training in Sociology and Communication for Development is an asset.

Experience:

  • At least two years of relevant professional work experience and/or field work experience. Background/familiarity with Emergency preparedness.
  • Work experience on gender mainstreaming/gender equal programming and child rights issues is required.
  • Experience in Coordinating Research, Monitoring & Evaluation, Advocacy and Communication for Development is an asset.
  • Experience in working with multiple stakeholders and coordinating complex initiatives is an asset.
  • Previous work experience with UNICEF or another relevant UN agency or international organization is an asset.

Languages:

  • Fluency in Armenian and English is required. Knowledge of another official UN language, such as Russian, is an asset.
