The GBV Knowledge Management Specialist, a member of the IST and hosted by UNICEF, will work to build the evidence-base, best practice, knowledge and learning of GBV risk mitigation across sectors, clusters and agencies.

Background & Rationale

On behalf of the inter-agency Reference Group and in collaboration with UNFPA, UNICEF led the revision of the 2005 Inter-Agency Standing Committee (IASC) Gender-based Violence Guidelines, which are now called the IASC Guidelines on Integrating Gender-Based Violence Interventions in Humanitarian Actions (“the GBV Guidelines”). The revised GBV Guideines were finalized in 2015 and are in it’s fourth year of global roll-out. An inter-agency Task Team (17 agencies and independent consultants) have overseen the revision and roll-out process. In the first three years, the focus on implementation utilizes the experience of humanitarian sectors that have developed and implemented minimum standards or guidance for humanitarian response. The overall goal of the GBV Guidelines is to support humanitarian stakeholders (international and national actors across all humanitarian sectors) to fulfil their responsibility to protect all those affected by crises by:

  1. Reducing risk of GBV by implementing GBV prevention and risk mitigation strategies from pre-emergency to recovery stages of humanitarian response.
  2. Promoting resilience by strengthening national and community-based systems that prevent and mitigate GBV, and by enabling survivors and those at greatest risk of GBV to access care and support.
  3. Aiding recovery of communities and societies by supporting local and national capacity to create lasting solutions to the problem of GBV.

To promote sustained, systematic uptake of the GBV Guideines by humanitarian stakeholders over the long term, a detailed Implementation Strategy has been developed. The strategy aims to catalyse system change in order that all humanitarian programming is planned and implemented to mitigate the risks of GBV.

To support this process, a five member, inter-agency Implementation Support Team (IST) is actively leading the roll-out process at field level. Each inter-agency IST member is responsible for integrating GBV risk mitigation considerations within their host agency to ensure uptake and ownership of the GBV Guidelines, recognizing the unique expertise available to contribute to institutionalization of GBV risk mitigation within agency operations and programmes.

Purpose

The GBV Knowledge Management Specialist, a member of the IST and hosted by UNICEF, will work to build the evidence-base, best practice, knowledge and learning of GBV risk mitigation across sectors, clusters and agencies.

The primary purpose of this contract is to ensure that the humanitarian sector has the tools, resources and capacities to implement, monitor and measure GBV risk mitigation strategies. In consultation with the GBV Implementation Support Team and UNICEF HQ, a targeted number of emergency-affected and preparedness countries and contexts will be selected for in-depth capacity-building support. Information Management-related activities will work collaboratively and closely with other GBV risk mitigation areas of work to achieve mutually beneficial and impactful outcomes. The secondary purpose of this contract is to lead evidene and knowledge generation of GBV risk mitigation effectiveness and measurement frameworks, in particular how GBV risk mitigation links with sector-specific priorities and outcomes – a critical gap in the humanitarian sector. The GBV Knowledge Management Specialist will work in close consultation with the GBV Guidelines Coordinator, GBV Guidelines Implementation Support Team and the UNICEF GBV Specialist at HQ. The UNICEF GBV Specialist in Emergencies will provide overall guidance to the Consultant who will be part of the GBV Guidelines Team and work directly with the Inter-agency GBV Guidelines Coordinator based at CARE in New York, members of the GBV Guidelines Imlementation Support TEam under the inter-agency GBV Guidelines Reference Group.

Expected results: (measurable results)Support GBV risk mitigation capacity-building and learning initiatives at country, regional and global level for humanitarian practitioners and stakeholders

The consultant will provide support to a diversity of capacity-building initiatives planned in 2019 with the GBV Guidelines Implementation Support Team and UNICEF HQ, ROs and COs as appropriate. Building on the achievements of the first three years of roll-out, the GBV Guidelines Implementation Support Team will provide inter-agency capacity-building to frontline practitioners, rapid response teams, clusters and humanitarian decision-making bodies (e.g. OCHA and the HCT). Capacity-building initiatives may also include resource and guidance development for niche and specific topics, such as preparedness and GBV integration. Furthermore, the consultant will support a series of learning and knowledge sharing events to deepen the awareness and traction of GBV risk mitigation actions, including at high visibility events such as the Sexual Violence Research Initiative Forum (SVRI Forum).

Facilitate the development of evidence, results frameworks and field-based practice on the measurement of GBV risk mitigation

The Consultant will manage and lead developments to build the evidence and results framework base of GBV risk mitigation including understanding its effectiveness and how to measure the outcomes of GBV risk mitigation actions in humanitarian settings. This area of work involved managing and overseeing an academic partnership tasked with building a methodology and logical framework on GBV risk mitigation, engaging field practitioners to document best practices, lessons learned and targeted otucomes, development materials and resources on measuring the results of GBV risk mitigation and exploring/mapping of entry points within UNICEF programmes and clusters, including linkages with other GBViE initiatives and related workstreams (e.g. HPM, IM and M&E).

Provide technical assistance and support to a diversity of practitioners and humanitarian stakeholders on GBV integration and risk mitigation with a specific focus on IM, M&E, performance/results and evidence

The Consultant will be to provide on- and off-site field support in inter-agency and UNICEF capacities with a focus on emergency-affected and preparedness contexts. The Consultant will contribute to building and improving skills and capacities of practitioners and humanitarian personnel, specifically on designing strategies and approaches for quality and comprehensive monitoring and measuring of GBV risk mitigation. The Consultant will also provide technical support on the intersections between GBV risk mitigation and achieving sector-specific targets and benchmarks (e.g. alignment with sector standards and global guidance such as SPHERE).

Support GBViE proposal development, reporting and resource mobilization

The Consultant will provide support for resource mobilization, proposal development and reporting activities specific to inter-agency and UNICEF priorities for GBV risk mitigation. The Consultant will ensure articulation of outcomes and results of GBV risk mitigation work and support to expand and explore funding opportunities to build this critical area of practice.

Duty Station: The consultancy will be home-based with travel to emergency-affected and preparedness countries and contexts in Africa, Asia, the Middle East and other regions as needed. Specific countries and contexts for support and technical support/capacity-building missions will be determined through country/sector/cluster-driven demand, consultation with country and cluster/sector focal points, and a priority-setting process put in place by the GBV Guidelines Implementation Support Team and GBViE team at HQ.

Key competences, technical background, and experience required Deadline

  • Master’s in public health, social work, political science, human rights and international law or other related degree, or equivalent programming experience.
  • At least 5 to 7 years of programme management or related experience, preferably including at least 2 years implementing GBV and emergency programming in humanitarian contexts.
  • Deep understanding of GBV guiding principles and what it means to provide a survivor-centered response.
  • Demonstrated experience with GBV risk mitigation and its intersections with information management; experience supporting staff in M&E, assessments and logical frameworks, and experience providing on-the-job, practical training a plus. 
  • Demonstrated experience developing and facilitating capacity-building initiatives, including workshops and trainings.
  • Demonstrated experience in monitoring and evaluation, indicator-development, measurement and results-based management approaches.
  • Demonstrated capacity to analyze data/statistics for humanitarian operations.
  • Demonstrated capacity to steer and convene inter-agency initiatives, including working groups and action-oriented task teams.
  • Excellent Computer skills, including MS Word, Excel, Access and database software, in-depth knowledge of pivot table/chart and data analysis.
  • Demonstrated organizational skills, including the ability to work independently and productively with multiple stakeholders in a fast-paced environment.
  • Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise.
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment.
  • Fluency in English required.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
