The Certifying Officer is responsible for the certification and financial controls for a number of projects. S/he monitors allotments, controls financial expenditures, project budgets and the accurate utilisation of financial resources in line with established rules and donor contracts. S/he verifies and certifies payments under the Financial Regulations of ICMPD. The Certifying Officer provides inputs to formulation of project budgets and budget revisions. S/he validates and verifies correctness of recording of project expenditures and checks and validates financial reports from project partners. The Certifying Officer compiles and verifies financial data for reporting and prepares reports to donors accordingtothe reporting schedules and established formats.

The Certifying Officer trains ICMPD staff across various locations and staff of partner institutions, on ICMPD financial rules and procedures and provides inputs to development of financial management processes, procedures and systems. S/he advices staff on various aspects of budget implementation.

The Certifying Officer works in close co-operation with members of the CRM Team, with the Project Teams as well as the Finance Officers.S/he works under the managerial supervision of the Senior Resources Management Officer and the project-based collaborative day-to-day supervision of the (Regional) ResourceManagement Officers.

Tasks and Responsibilities

1. Budget Implementation, Monitoring and Expenditure Control:

Act as Certifying Officer for projects ensuring that financial obligations and expenditures arein accordancewithapproved budgets andICMPD´s financial rules and donor contracts; Review requisitions for all categories of project expenditures. Verify eligibility and availability of funds. Verify correctness ofbudget codes.Certify/approve requisitions; Certify project expenditures for a number of projects. Review correctness of project expenditures, identify mistakes and discrepancies, seek and request clarifications to expenditures internally or externally (from partners, donors), as required; Check and verify financial reports from partners and validate supporting documents for correctness and completeness. Seek clarifications and request further information as

require;

Monitor and controlsubmissionoftimesheets by ICMPD staff and experts and update staff

allocation data in SAP;

Monitor and control bookings ensuring accurate financial recording, identifies incorrect

bookings. Initiate corrective actions by requesting re-bookings from the Finance Unit and

follows up on re-bookings;

Train ICMPD staff on financial rules, procedures and requirements;

Provide advice and support on various aspects of budget implementation;

Provide inputs to development of processesandprocedures,identifies inconsistenciesand

weaknesses;

Find solutions and take corrective action.

2. Financial Reporting and Support to Audit:

Maintain overview of donor financial reporting schedules for the assigned projects;

Compile and prepare periodic/final financial reports to donors as per donor formats and

agreements ensuring correctness of financial information and format. Collect and verify

financial data and information for reports in consultation with project teams;

Compile supporting documents for financial reports as per donor requirements;

Monitor reporting schedules for the assigned projects, follows up with field office staff and

project partners for timely submissionoftheir periodic/final financial reports for final check

and validation. Compile/ input financial data from partner’s report to the overall cumulative

report for submissiontodonor;

Clarify, and respond to questions relating to financial reports;

Maintains projects files and uploads documents in SAP.

3. Support to Budget Formulation:

Draft budget templates and forms;

Check draft budgets for correctness of formula and adherence to the provided proforma

rates and budgetary instructions.Upload approved budgets and budget revisions into SAP.

Incumbent Profile

A minimum of 3 years’ of position-relevant experience in financial management of

projects and programmes and/or audit;

Knowledge of programme management procedures and rules of EC/ national

administrations and/ or international organisations including procurement, budgeting

and financial management;

Professional training in project cycle management, public procurement, contracting;

knowledge of EC procedures;

Proficiency in MS Office (Word,Excel, Outlook);

Knowledge of SAP or other resourcemanagement programmes would be an asset;

Solid analytical, drafting and organisational skills. Good communications skills;

Attention to detail and eagerness to work with data and statistics.Corporate Qualifications

Master’s degree in finance, accounting, business administration or related field is

required;

Fluent English. Knowledge of French, Russianor Arabic is an asset.
