Finance Coordinator

Overall purpose of the role 
The Finance Coordinator will support in day to day routine financial and Finance/administrative duties for SSIJ project, ensuring its coherence with overall Somalia Country Office strategy and with existing programming review of budget/budget revisions. S/he is the lead finance focal point for the Programme Management Unit, Steering Committee, Technical Working Group. The Finance Coordinator is a key member of the Programme Management Unit and will contribute to ensure overall planning, implementing, and managing of the project, and assure progress towards achieving project goals and objectives.  
S/he will oversee timely use of budget, with adherence to applicable policies, provide capacity building to project staff, and contribute to planning, coordination and learning within the project. 
 
Responsibilities: 
The Finance Officer refers to and works in close collaboration with the finance, logistics, and HR staff of the DRC Somalia field offices.  Specific responsibilities include: 
  • Responsible for ensuring the timely and quality completion of all financial deliverables and reports (donor and ad-hoc) in accordance with DFID/UNOPS guidelines. 
  • In Coordination with PM Oversee financial management of the programme, ensuring compliance with DRC and DFID/UNOPS rules and regulations; submit regular reports to Program Manager/Finance Manager. 
  • Organize and support monthly budget reviews meetings; Budget/Work plan vs actual spending and advise PMU on deviations, (overspends, underspends, compliance issues, clearing of outstanding advances etc.). 
  • Coordinate with Program/Area Finance staff to rebook wrong postings. 
  • Ensure that cash requests for the project is handled on time as per the agreed deadlines through the area office Finance staff.  
  • Support the Finance Manager in internal and external audit process, and ensure the implementation of recommendations raised through internal & external audits. 
  • Coordinate with implementing partners to ensure the on monthly cash book are shared as per the SGA for reviews, supporting on capacity building. 
  • Other tasks as required by the PM/HoSS. 
 
Others 
  • Support the HoSS in routine Finance duties. 
  • Support HoSS in preparation of Interim/final donor reporting. 
  • Support to prepare Partner financial reporting

Reporting Arrangements: 
The Finance Coordinator will report to the Finance Manager. 
 
Qualifications  
  • At least five year’s work experience in field of finance/accounting/book keeping in an (I) NGO.  
  • Experience in DFID budgetary requirements. 
  • Experience managing complex activities involving coordination with multiple project partners. 
  • Proven experience in NGO programme budget management, including reporting and compliance. Experience in DFID will be an advantage. 
  • Advanced experience/skills in MS Excel (experience in working with formulas).   
  • Experience living and/or working in complex emergency locations preferred.  
  • Communication Skills: Excellent writing and verbal skills in English  
  • Adaptability and flexibility: Ability to manage a large workload and multiple tasks in a fast-paced environment with tight deadlines.  
  • Work style: Organized team player, pro-active and with demonstrated strong personal initiative and decision making ability. Proven solid analytical and problem solving skills. 
 
Languages 
  • Fluent in spoken and written English 
 
Conditions 
Contract: One year contract. Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Regional Office, East Africa & Great Lakes. This position is rated as Non-Manager G on the DRC salary scale available at www.drc.ngo under expatriates terms of employment. 
 
Availability: March 2019 
 
Duty Station: Hargeisa.  This is a non-family duty station
