ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs) and report to Head of Resilience. Job holder will be responsible for overall leadership of digital idntity advancement for social protection programmes and systems strengthening including supporting the scale up of beneficiary and assistance management capabilities and delivery platforms for WFP, government and key stakeholders

JOB PURPOSE

Job holder reports to Head of Resilience who supports a planned data collection/assesment for the improved food commodity management through the use of hermetic grain storage equipment in the school feeding programme.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Lead the requirements gathering and design for the development of interoperable digital platform with government and other key stakeholders.
  2. Manage contractual requirements with Government, development partners and external consultants.
  3. Provide technical and operational direction for the next phase of single registry modelling work, to include: integration with national architecture, multi-stakeholder access and develop the pilot for continuous registration.
  4. Provide technical support to AO/FO teams on operational implementation of SCOPE/SCOPE-CODA and BIAM digital platform, and any other digital innovations as required.
  5. Provide technical support to the development and implementation of a multi-year social protection and health systems.
  6. Provide technical guidance and support to the nexus space vis a vis relevant linkages between refugee registration and strengthened national social protection systems.
  7. Establish appropriate internal coordination mechanisms, to ensure technical support between CO/AO/FO
  8. Represent WFP in relevant technical meetings with the Government and key stakeholders
  9. Work closely with the World Bank and Government counterparts (MoL and MoFA) on digital identity management and appropriate links to national planning/integration for refugee and host populations.
  10. Technical Support to develop an appropraite branding and communication strategy for internal and external communications.
  11. Provide technical support to National and sub national social protection programmes for inter-operability.
  12. Ensure appropriate SOPs are developed and updated.

FUNCTIONAL CAPABILITIES

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in digital solutions in humanitarian/Development contexts or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses

Experience: At least five years of relevant proffessional experience in digital solutions in humanitarian/Development contexts

Language: Fluency (level C) in English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • 5 years of relevant professional post-graduate in Digital Social Protection.
  • Experience supervising professional staff.
  • Experience in working in insecure and difficult environments.
  • Desirable: proven experience in forging strategic partnerships.
  • Desirable: proven experience in influencing and negotiations skills.
  • Desirable: experience in working in Uganda.
