Background

Myanmar has embarked on a major transition towards democracy, market style economy and peace. Myanmar has low middle-income status (LMIC) and is committed to lifting itself out of Least Developed Country (LDC) status within the next seven years. Following the implementation of the first ever UNDP Country Programme during 2013-2017 and as a key development partner of the government of Myanmar, UNDP will implement a new UNDP Country Programme for the period 2018-2022, striving to deliver on a large and relevant programme portfolio that is responsive to the main development challenges facing the country. 
 
In close cooperation with programme teams and other country office units, the Programme Support Team supports country programme implementation through provision of authoritative and enabling advisory services on procurement, human resources and programme finance, serving as a One Stop Shop for project implementation and enabling optimization of programme delivery.
 
Under the overall guidance of the Programme Support Team Leader and supervision of the Procurement Specialist, the Procurement Associate ensures execution of transparent and efficient procurement services and processes in CO. The Procurement Assistant promotes a client-focused, quality and results-oriented approach in the Unit.
 
The Procurement Associate works in close collaboration with the programme support, programme, other CO units and projects' staff in the CO for resolving procurement-related issues and information exchange.
 
This post is based on Yangon for the foreseeable future, but may require travel to Naypyidaw (NPD) depending on work and staff needs. The UNDP Country Office (CO) will expand its presence in NPD and CO leadership, who currently serve in NPD on a rotational basis, will transition full time to the NPD office within a 12 to 18-month timeframe. There is a possibility that this post will be moved to NPD in the future as part of the office relocation process.

Duties and Responsibilities

Summary of Key Functions:
 
  • Implementation of operational strategies
  • Organization of procurement processes 
  • Implementation of sourcing strategy
  • Control of CO Assets
  • Facilitation of knowledge building and knowledge sharing
 
Ensures implementation of the operational strategies focusing on achievement of the following results:
 
  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.
  • Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement, carried out the workflows to be smooth in the procurement unit.
 
Organizes procurement processes for UNDP Programme and projects focusing on achievement of the following results:
 
  • Preparation of procurements plan for projects and monitoring of their implementation.Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations. 
  • Preparation of Purchase orders and contracts, preparation of Recurring Purchase orders for contracting of services, vendors’ creation request in Atlas.  Buyers profile in Atlas.
  • Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Presentation of reports on procurement in project and programmes meetings as necessary. 
  • Implementation of joint procurement processes for the UN Agencies in line with the UN reform.
  • Assist Procurement Analyst in implementing procurement related activities as required. 
 
Ensures implementation of sourcing strategy focusing on achievement of the following result:
 
  • Maintain and update the rosters of suppliers, nation experts, NGO/CSO Rosters. 
  • Implementation selection and evaluation, quality and performance measurement mechanisms of the rosters. 
  • Management of e-procurement module.
 
Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
  • Organization of trainings for programme and projects staff and counterparts on Procurement.
  • Synthesis of lessons learnt and best practices in Procurement.
  • Sound contributions to knowledge networks and communities of practice.
 
 
Impact of Results
 
 
The key results have an impact on the overall execution of the Procurement services and success in implementation of operational strategies.  Accurate analysis and presentation of procurement information, duly organized procurement processes ensure client satisfaction and overall timely delivery of UNDP programmes and projects.

Required Skills and Experience

Education:
  • Secondary Education with specialized training in procurement. University Degree in Business or Public Administration would be desirable, but it is not a requirement.
 
Experience:
  • 6 years of progressively responsible administrative experience is required at the national or international level (with a Batchelor degree, at least 3 years’ experience is required). Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems, experience in handling of web based management systems.
 
Language Requirements:
  • Fluency in the UN and national language of the duty station.
