Organizational Setting


The Food and Agriculture Organization of the United Nations is supporting the Government of Zimbabwe, through the Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement (MLAWCRR) to formulate a comprehensive gender sensitive land policy that is guided by the Voluntary Guidelines for Responsible Governance of tenure of Land, Fisheries and forests. 

 
 

Reporting Lines


The Consultant will work under the overall supervision of the FAO Representative in Zimbabwe (FAOR), the direct supervision of the Assistant FAOR (Programmes), and in close collaboration with the HQ Lead Technical Officer, relevant FAO and MLAWCRR technical support staff, and the National Project Coordinator. The incumbent will provide technical support to the whole national land policy formulation process.


Technical Focus

The technical areas/profiles covered will be as follows\:

  • Policy assistance; land governance, administration, management and land tenure systems; capacity development support and policy dialogue facilitation.
 
 Tasks and responsibilities
 
  • Prepare an inception report in close collaboration with the National Project Coordinator (NPC) and Steering Committee including an updated project work plan and implementation plan.
  • Consolidate list of documents required for the Land Policy development specifying what is already available (by other partners) and what analytical issue papers are still required in order to avoid duplication of work.
  • Prepare a review paper/situation analysis report guided by a sound theoretical framework and covering available national and international papers and experiences, which discuss the advantages and disadvantages of all existing tenure systems in Zimbabwe. This would include but not limited to\:
  • customary and statutory land tenure as well as state land and communal land tenure systems leasehold land, freehold and urban land tenure systems
  • existing legal systems for ensuring security of tenure and other available land dispute resolution mechanisms
  • land tenure related gender issues
  • Review the land administration system including the land market, land valuation and compensation, land survey and cadastre, registration for security of tenure, land Management including the land use planning
  • Provide technical support to the land policy formulation and in particular the preparation of the policy draft document through\:
  • Reviewing past land policy and related documents for Zimbabwe and the region including papers developed by the land experts.
  • Synthesizing the policy issues in the land policy working document and assist with developing the structure of the final Land Policy Document.
  • Supporting the NPC in organizing and conducting the Land Policy dialogues (at National and Provincial levels), Technical Working Group meetings and High Level Technical Task Force meetings for the review and development of the zero and further drafts, including final draft of the Land Policy
  • Supporting stakeholder training on land policy formulation.
  • Providing active technical input to the Drafting team on the development of the draft Land Policy and for the presentation to the High Level Task Force and at the national and provincial land summits.
  • Provide comments/guidance for the revision of the working papers

Minimum Requirements
  • Advanced university degree in agricultural economics, rural development or related field.
  • At least 10 years of relevant field experience in providing technical support to agriculture policy development processes at national, regional and international levels, working with government, development partners, CSOs and the private sector.
  • Working knowledge of English,
