Overall purpose of the role: The Community Infrastructure Manager is responsible for the safe construction of all DRC’s community infrastructure projects. This senior programme position will work in partnership with the area office programme team including: Shelter, Protection and Camp Management; as well as contributing to Programme Development and Quality as required by the Head of Programmes and in consultation with the MEAL and Grants Managers. The infrastructure projects include, but are not limited to; footpaths, footbridges, retention walls, drainages, spillways, latrines, boreholes, site preparation for shelters and communal constructions, environmental regeneration, decommissioning of buildings, earthwork construction and site clearances. The community infrastructure projects will utilize various implementation teams including refugees as casual labor, Cash for Work, Bangladeshi temporary teams, or professional contractors and therefore the Manager will be responsible for the overall engagement strategies with the different community teams in order to ensure inclusivity and improve accountability. Flexibility will also be required for engaging in emergency responses that may emerge during 2019, including adaptation of the role, team structure, works prioritization as required. The role also involves contributing, both strategically and technically, into the overall infrastructure planning and implementation in consultation with the Area Manager and Shelter and Infrastructure Coordinator.

Responsibilities: (in bullet points)

Responsible for overseeing macro works planning, and guaranteeing quality control of all civil and environmental engineering works, including WASH, across all DRC intervention camps, host community intervention locations and emergency responses – in consultation with Shelter and Infrastructure Coordinator;
Provide operational support, coordination, supervision and monitoring designed to meet program objectives related to civil and environmental engineering works;
Check and validate the work plans and prioritization planning of the Community Infrastructure Team with the Project Manager; including recruitment, capacity building, community engagement strategies, and accountability planning;
Development of monitoring and evaluation tools, including for emergency responses, in consultation with MEAL and grants;
Promote and foster an integrated and complementary approach to service delivery with the Senior Programme Teams of Protection and Site Management (CCCM), through coordinated planning and sharing resources;
Ensure transparency and accountability to the beneficiary population, including those engaged in non-contractual work, by developing usable guidelines and SoPs, and by capacity building on the importance of protection mainstreaming by all DRC team members at all times;
Develop a strong community engagement team to support the work of Infrastructure and Shelter, that will complement the governance and mobilisation work of Site Management, with the aim of a community and rights driven approach to service delivery;
Contribute to the design of new project proposals and budget development, in partnership with the Shelter and Infrastructure Coordinator;
Lead the programme and emergency response planning for community infrastructure department, with the project managers and support of Head of Programmes team;
Oversee all infrastructure budgets for the civil and environmental construction projects, and facilitate regular tracking meetings with the Project Managers and finance;
Ensure compliance with agreed standards and guidelines and demonstrate delivery of services through timely and accurate provision of supporting documentation as required by programme teams, finance, logistics and human resources. This includes all relevant technical reports and assessments for both internal and external use;
Drafting detailed SOPs regarding the most relevant operational procedures, including division of responsibilities between DRC units as needed;
Support, appraise and develop the capacity of Community Infrastructure Managers, Coordinators and Team Leaders;
Support program standardization and sharing of experiences, lessons learned, and best practices across DRC-supported sites and with other agencies – with the support of MEAL;
Ensure the observance of the DRC Code of Conduct throughout activity implementation;
Consistently demonstrate flexibility, resilience and ability to maintain positive relationships and composure, even under difficult circumstances;
Maintain high ethical standards and treat people with respect and dignity

Experience and technical competencies: (include years of experience)

5+ years’ experience in supervision of emergency and/or recovery projects and team management in a humanitarian agency;
2+ years’ field experience in similar position in refugee or IDP settlements;
Field experience in site planning, DRR, CCCM and/or Shelter and WASH works – with strong linkages to protection;
Prior evidence of managing staff; with excellent leadership skills including challenging, motivating and developing a team
The ability to take the initiative and work independently as well work as a team player – supporting other departments is essential;
Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met.
Excellent interpersonal and communication skills and the ability to write clear, concise reports;
Proven ability to work creatively, innovatively and effectively with limited direct supervision;
Excellent organizational, problem-solving and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential;
Flexibility and capacity of adaptation to a changing working environment;
Willingness to live and work in a high pressure, challenging environment with limited resources;
Proven capacity of coordinating with other humanitarian agencies and local authorities;

Tertiary qualification in relevant field (Engineering or similar)
