OBJECTIVES OF THE PROGRAMME

The Department of Coordinated Resource Mobilization leads a global coordinated resource mobilization network to foster strategic, consistent and coordinated resource mobilization in support of WHO's General Programme of work and its Programme Budget.

 

In so doing it promotes the principles of\:

(i) alignment of funding to WHO's Programme Budget,

(ii) predictability and flexibility of funding,

(iii) reduction of vulnerability of WHO's funding and

(iv) transparency of WHO's funding.

DESCRIPTION OF DUTIES

Lead and manage Resource Mobilization team\:

- Increase significantly the revenue from donor governments, both traditional and new partners, in line with our strategic plan priorities and goals and to ensure a predictable multi-year funding base.

- Explore and develop new modalities for resource mobilization with partners like the World Bank and EU.

 

Lead the implementation of this Global Resource Mobilization Strategy across the three levels of the Organization in close collaboration with WHO regions and country offices.

 

 

Establish the departmental annual work plans and set objectives, fundraising targets and other performance measurements, standards and expected results in collaboration and discussion with the Team.

 

Lead policy and process development and monitoring for resource mobilization including the design of and facilitate an organization-wide processes to help define collaboration mechanisms, processes and policies.

 

Share resource mobilization intelligence\:

a. Consult with Regional Directors and their staff, ADsG, Directors and manage resource mobilization focal points to\:

(i) review current biennium (and beyond) financing to understand their assessment of opportunities and risks

(ii) maintain a donor database with comprehensive information about each actual and potential future contributor; maintain the Programme Budget web portal, refining and updating the presentation of financial data, in collaboration with PRP and share regular financing updates internally and externally, to ensure coherence of financing messaging and to foster alignment of funding with Programme Budget shortfalls

(iii) facilitate engagement in implementing the future resource mobilization approach across the three levels of the Organization, and

(iv) map WHO resource mobilization capacity

b. Consult with Member States and other contributors to\:

(i) review current biennium (and beyond) financing

(ii) understand expectations for coordinated resource mobilization

(iii) identify funding opportunities.

 

Oversee funding proposals and agreements a Lead/oversee negotiations with Member States and other contributors on the development of framework agreements, with a focus on improving the alignment, predictability, flexibility and transparency of WHO financing and reducing its vulnerability.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced level University Degree in Business Administration, Marketing International Affairs, Political Science, or related disciplines.
Desirable\:

Experience

Essential\: A minimum of 15 years' experience in international cooperation in progressively responsible fundraising roles, half of which in senior management position at national and international levels, preferably in a large international organization.
Desirable\: Extensive knowledge of WHO or UN programmes administration and operations.

Skills

- Demonstrated experience in developing and executing successful revenue-generation and donor-management strategies in international, complex, mission driven non-profit organizations.

- A record of leadership, innovation and execution of successful strategies for achieving funding leverage through innovative practice.

- Analytical abilities and demonstrated skills in presenting complex policy issues orally and in writing.

- Demonstrated experience in leading teams that deliver high quality results, as well as successfully managing key internal and external stakeholders and relationships.

- Proven ability to train, motivate and manage a team in a fast-paced, high-performing environment.

- Ability to interact effectively with senior representatives of Member States and donor agencies/organizations as well as staff at all organizational levels.

- Knowledge of development and programme financing.

- Excellent negotiation and project management skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 108,189 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6591 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
