Job Description

What we do: The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, we have been moving quickly to expand our integrated emergency health response through both direct and partner based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Since its registration, the IRC has expanded its programs both geographically and sectorally and plans to continue expansion in the coming months.

Job Scope includes but not limited to:
The Program Quality (PQ) Coordinator is responsible to ensure that IRC’s program in Bangladesh are aligned with IRC’s global measurement framework and other global standards such as CHS.  The incumbent is expected to play a critical role in program designing and implementation by producing high quality evidences and learning throughout the program cycle management; setting up and roll out of robust system for accountability towards beneficiaries; technical oversight of M&E for projects, M&E capacity building and program reporting. He / she will be expected to spend significant time in capacity building of MEAL team and develop a strong second tier leadership in MEAL department.  
Major Responsibilities 
Set up and manage M&E framework of the Rohingya Response in Cox Bazar:
•Under the guidance of Deputy Director of Programs and coordination with all technical coordinators and managers, review Rohingya response program and develop a comprehensive M&E framework aligned with Strategic Action Plan (SAP) and existing programs / projects;
•Identify, test and roll-out innovative MEAL approaches, methods and tools including use of ICT – particularly for monitoring, accountability and beneficiary feedback; 
•Ensure establishment of a robust beneficiary counting methodology, and lead on initiatives to strengthen data and information management; 
•Provide assurance and control of the quality of program and project MEAL that is appropriate to the context and in line with IRC standards; 
•Work with the IRC team and partners to develop a culture of program quality and knowledge-driven programming, providing support to management for evidence-based decision making processes; 
•Provide guidance to and support developers and authorisers in ensuring that program quality is embedded in new projects and that developed projects meet IRC quality standards. Influence funding and decision-making processes to ensure adequate resource allocation for MEAL; 
•Advice and support IRC and partner teams on quality information gathering and analysis at community and upward level to facilitate informed program and project design; 
•Ensure that IRC’s program MEAL system is linked to wider UN sector and inter-agency M&E initiatives and developments, and liaise with technical teams to ensure coordination with sectoral working groups and processes; 
•Contribute to the rollout of IRC global strategic initiatives related to measurement and accountability, including adapting in-country tools where needed to align and enable reporting against IRC global standards and requirements. 
•Ensure that all MEAL work is carried out in a way that is sensitive to gender and protection issues.   
Assessment, Learning, and Documentation 
•Ensure relevant, timely, and quality support to technical sectors on assessments and evaluations, either directly in developing/advising on methods, or through support in the recruitment and oversight of consultants. 
•Attend and participate in regularly scheduled meetings with coordinators/managers on project monitoring and learning updates, achievements, and challenges, while developing a method/forum for pertinent information to be fed back to other relevant staff/departments. 
•Promote and facilitate the identification of learning from MEAL practices by IRC and partners team; ensure that knowledge and learning is shared internally and externally, and promote replication of good practices across the program; 
•Track and ensure organized, comprehensive electronic filing of documented findings/analyses. 
•When appropriate/applicable, facilitate and participate in information sharing opportunities among IRC partners/donors. 
Capacity Building 
•Facilitate capacity building for other IRC staff (especially MEAL team) on skills and knowledge related to M&E, accountability and learning, including related IRC global initiatives in areas around but not limited to qualitative monitoring and assessment methods; analytical and technical writing; developing logframes/M&E plans. 
•Train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
•Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
•Conduct visits to field sites to provide training, technical assistance, and support, as well as to ensure that accountability and learning tools and strategies are understood and being implemented effectively. 
POSITION REQUIREMENTS
Education: 
•A minimum of Master’s degree in Social Sciences, Development studies, Systems Science, and/or other relevant fields 
Work Experience and skills: 
•At least seven years of relevant professional work experience; or bachelor’s degree with more than 10 years of relevant experience. 
•At least 2-3 years of experience of working in similar role with an international NGOs
•Passion for improving effectiveness and impact of multi-sectoral programs and demonstrating tangible outcomes for poor and vulnerable women and men; 
•Proven ability to advise and lead on the development and implementation of MEAL strategies, plans, and systems in complex humanitarian and development programs; 
•Strong technical competence and experience in quantitative and qualitative M&E methods, data analysis, reporting and understanding of contemporary trends and innovations in MEAL including demonstrated use of ICT; 
•Previous experience of working on emergency response and recovery programs in IRC’s sectors of operation, particularly health, protection, education, WASH, livelihood; 
•Knowledge of major donor requirements, e.g. US Government, DFID, UN, ECHO etc. 
•Excellent command over MS office 
•Excellent interpersonal and negotiation skills with demonstrable ability to lead, influence, and motivate others in a diversity of contexts and functions; 
•Strong self-awareness, as well as strong analytical and critical thinking skills; 
•Excellent communication, facilitation, and team building skills; 
•Experience with statistical packages (e.g. SPSS, R) and familiarity with IT applications to support MEAL and information management; 
•Strong experience in influencing, managing, advising, training, and coaching others on MEAL; 
•Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision; 
•Good organizational skills including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure; 
•Fluency in English (verbal and written) 
•Commitment to the IRC’s mission, purpose and values.
•Bangladeshi nationals with relevant skills sets and proven experience of working at international level are strongly encouraged
