1.     Organizational Context

 

a.    Organizational Setting

 

The post is located in the Translation and Terminology Section (TTTS) of the PCT Translation Division.  The role of the Section is to enable and support translation and terminology activities on a technical level throughout the Organization;  supply and maintain translation and terminology management systems and applications to the three main translation areas;  enable coordinated translation and localization activities in other parts of the organization across the six languages of the UN and ten languages of the PCT;  and enable extensive exploitation of neural machine translation by the translation areas.

b.    Purpose Statement

 

The Head of the TTTS is responsible for planning and managing the activities of the Section.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Director of the PCT Translation Division.

 

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Manage, coordinate, and plan the activities and tasks of the staff of the Section and ensure that all tasks are carried out in line with the Division workplan and the priorities set by the Translation and Terminology Collaboration Board.

 

b.  Analyze translation and terminology technology requirements and propose technical solutions either directly or via the Translation and Terminology Collaboration Board to different areas of the Organization, taking into account specific business needs.

 

c.  Continuously analyze and improve the workflows for streaming and distribution of translations in a manner coordinated with the activities of the translation sections for the PCT Translation Division;  provide analysis and improvement proposals for translation workflows for other translation areas when requested, and implement proposals when required.

 

d.  Influence policy regarding continuous efficiency improvement with respect to localization approaches on an Organization-wide scale and make proposals towards or author technological solutions and other technical language-related solutions that may be applicable.

 

e.  Ensure that the technology utilized for translation and terminology throughout the Organization is harmonized wherever possible and that the number of applications and platforms maintained is kept to the minimum required to meet the business requirements of the respective areas.

 

f.   Ensure that all technology decisions are made in such a manner that translation-related resources such as, but not limited to, translation memory and terminological records may be easily shared between different areas of the Organization and may be easily integrated into any inward or outward facing platforms or services provided in the future.

 

g.  Propose and implement a suitable helpdesk solution and ensure that the helpdesk solution is in-line with harmonization requirements for the Organization and is updated or changed should the organizational requirements change;

 

h.  Ensure that all translation management systems, terminology management systems, and other relevant translation technology are installed, maintained, and upgraded when necessary across the three main translation areas and that all areas are able to freely register issues with the TTTS via the helpdesk solution;

 

i.   Ensure that all three translation areas have adequate access to neural machine translation either via the TMS systems or via CAT Tools such as SDL Studio and that all neural machine translation systems are installed and updated so as to operate at optimum efficiency;

 

j.   Monitor the current state of translation management system, terminology management system, localization management system and other translation system technology and tools being used within the industry and recommend future directions with respect to technology to the Director of the PCT Translation Division and to the Translation and Terminology Collaboration Board;

 

k.  Perform other related duties as required.

 

 

3.     Requirements

 

Education

Essential

Advanced university degree in translation technology or in an equivalent technical field, or advanced university degree in translation including a substantial translation technology component with demonstrated experience and knowledge of the application of information technology to translation.

 

A first-level university degree in translation with a significant translation technology component or in a technical field such as computing, information technology, mathematics, computational linguistics or similar technical discipline plus two years of relevant professional experience in addition to the years of experience mentioned below may be accepted in lieu of an advanced university degree.

 

Experience

Essential

At least ten years of relevant professional work experience in the installation and implementation of translation technology including translation management systems, computer-assisted translation tools and machine translation systems.

 

Demonstrated experience in leading projects involving the implementation of computer-assisted translation tools and the research and use of computer-assisted translation tools and machine translation systems.

 

Language

Essential

Excellent knowledge of written and spoken English and a good knowledge of at least one other language, preferably one of the following\:  Arabic, Chinese, French, German, Japanese, Korean, Portuguese, Spanish or Russian.

 

Job Related Competencies

Essential

A full and up-to-date understanding of translation-related technology such as, translation management systems, computer assisted translation tools, and neural machine translation technology.

Proven supervisory ability.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the January 2019 rate of 70.0%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
