General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Professional fluency in English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses on human resources management and general police management

Experience:

Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven working experience in the field of police training with knowledge in at least two of the following areas: management and leadership development, criminology, forensics, leading police operations
  • Evidence of training supervision, both as trainer and as manager of trainer
  • Sound knowledge of train the trainer concept, training needs analysis and teaching methods
  • Proven experience in development, implementation and management of police training courses for capacity building purposes and evaluation of their effectiveness
  • Ability to provide high quality technical advice in the development and implementation of programs, methodologies and policies with a view to improving the practical implementation of police training courses
  • Ability to design, co-ordinate and implement training strategies, training plans and support for police and other law enforcement agencies
  • Knowledge and understanding of security sector reviews, training needs assessments and their impacts
  • Ability to establish priorities and to plan, organize, co-ordinate and monitor own work plan; and provide advice and guidance to others
  • Proven experience in project management (planning, designing, budgeting, management, evaluation)
  • Flexibility and ability to work under pressure and within limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Analyzing, drafting, reporting and presentation skills
  • Ability to operate Windows applications, including word processing and email

Desirable:

  • Previous liaison experience with non-law enforcement organizations (e.g. local and/or central governmental agencies, social service bodies, non-governmental organizations)
  • Knowledge of regional political history and developments
  • Practical experience and/or working knowledge of the OSCE, UN, NATO and EU, authority mechanisms and local authorities
  • Previous experience of working in a capacity building role in South Eastern Europe
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Director/Deputy Director of the Department for Security and Public Safety (S4), the incumbent will be performing the following duties:

  1. Managing all staff within the Training Development Section;
  2. Overseeing, analysing and reporting all police training aspects, and providing assistance and advice;
  3. Supervising, assessing and evaluating all aspects of the Trainer Development Training as well as Training Needs Assessment, ensuring high quality instruction and interpretation;
  4. Taking remedial action with regards to training materials, lesson plans, train the trainers and curriculum development;
  5. Providing support in drafting relevant police curricula according to the training needs of the beneficiaries;
  6. Acting as the departmental focal point on internal security sector development issues, and liaising with the OSCE Headquarters in Vienna and other relevant partners and local institutions assisting in the further development of effective police training and capacity building;
  7. Assisting in the co-ordination of donor efforts in developing the police training;
  8. Attending training, seminars and courses relevant to her/his post as required by the Mission;
  9. Performing other duties as assigned.
