Job Description

Scope of work
International Rescue Committee is recruiting for the position of Monitoring and Evaluation Manager. In taking up the role you will be responsible for managing day to day M&E issues for the IRC’s consortium program funded by the UNDP Zimbabwe Resilience Building Fund (ZRBF). You will provide technical support to the program team to ensure that quality data is collected and analyzed during implementation, and that programs have all necessary data at the close of a project. 
In addition you will have the responsibility of updating the project Log Frame, Risk Matrix and Value for Money Tools. You will serve as a key support function and being responsible for ensuring that program’s team are meeting the organization’s Monitoring for Action Standards. Additional tasks, such as proposal review, may be requested of the M & E Manager. 
Alongside leadership of the UNDP program M&E efforts, the position will also provide technical support to other M&E efforts in the country program. 
Responsibilities 
Strategic Initiatives
•Directing the consortium’s M&E team, ensuring – with senior management team – that measurement, learning, effectiveness, accountability and other commitments in the country program’s Strategy Action Plan (SAP) are achieved as they apply to the PROGRESS program. 
•Ensuring appropriate usage of COMET in the program
•Adopt Monitoring for Action standards and track progress over the MfA Standards
•Coordinate with regional and HQ partners on the Exemplar Project, ensuring that Zimbabwe is a global leader within IRC for integrated data management and data use
M & E Management 
•Lead the M & E function for the program, including MfA and COMET and other corporate initiatives.
•Design and run M&E systems, tools and templates to monitor performance. This includes developing log frames, data collection tools, as well as processes for data analysis and storage.
•Develop indicator tracking tools measuring program performance indicators as per donor reporting requirements and work with the gender focal point person on setting gender related indicators as well as tracking.
•Develop monthly indicator tracking sheets for monitoring of program achievement on a monthly basis.
•Ensure knowledge management (KM), emphasizing on the staff access to a library of M&E knowledge to help them better design-implement-evaluate respective programs. 
•Design and implement appropriate evaluation methodologies for projects and programs including baseline, midterm and end line surveys, data analysis and report writing.
•Handle any external consultants hired to undertake surveys or evaluations including drawing up TORs and data quality assurance.
•Conduct regular field visits to program sites to identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps. Conduct Data Audits to ensure IRC Zimbabwe’s data quality.
•Coordinate the production of timely reports to track performance and progress, according to standard procedures and templates.
•Provide support to the program team in compiling reports, stressing the importance of data quality, indicator-based reporting and analysis of trends and the achievement of program objectives/outcomes. 
•Maintenance of program databases as per donor requirements
•Review reports to ensure accuracy and quality before submission to donors. 
•Facilitate training of Program staff and partners on monitoring and evaluation.
•Coordinate special studies related and required for each project
•Monitoring and updating the risk matrix for specific projects
Budget Management
•Manage the M & E budget component in program budget in line with the approved implementation and spending plans.
•Ensure efficient utilization of M & E financial and program resources (value for money).
•Ensure that financial controls, reports and accountability standards are maintained.
Co-ordination and Networking 
•Establish good working relations or networks with relevant stakeholders on M & E issues including external partners and internal partners within the Zimbabwe Country Program, at the Regional Level, and with HQ-based Technical Advisors. 
•Co-ordinate with other sector managers.
People Management 
•Provide coaching, mentoring and leadership guidance to field officers in monitoring-related issues
•Motivate field staff to meet M&E-related targets and objectives
•Handle staff performance 
Other
•Assist in using project data and information to develop visibility and external communications materials 
•Carry out other tasks related to M&E or as may be required by the country program
•Coordination of the development of stories of most significant change (MSC) for specific projects
Reporting
You will report to the ZRBF Team Leader with a dotted reporting line to the Senior Monitoring 
Location 
You will spend 40% of your time in Harare and 60% in the Field
Qualifications
Experience 
•University degree in M & E, Social Science, Development or related discipline (A Msc will be an added advantage)
•At least 3 years working within the humanitarian and development context, with a focus on research, M&E, preferably experience with institutional development M&E.
•Experience working in a consortium set up
•Knowledge of DHIS2 will be an asset
