OBJECTIVE OF THE OFFICE/DEPARTMENT
PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the sub regional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.
 
DESCRIPTION OF DUTIES
Under the direct supervision of the PAHO/WHO Representative, the general guidance of the Director, Planning and Budget (PBU) and External Relations, Resource Mobilization and Partnerships (ERP), the incumbent is responsible for the following duties and responsibilities\:
 
  1.  Provide technical support and advice to the Representative and Country Office team on strategic and operational planning, program management, budgeting, resource coordination and mobilization to enable the implementation of the PAHO/WHO technical cooperation program in the country, consistent with the Organization’s mandates, priorities and results-based management framework;
  2. Support the development, monitoring and reporting on the Country Cooperation Strategy (CCS) and Biennial Work Plan (BWP) consistent with the Organization’s policies and guidelines through a consultative and participatory approach with national counterparts and staff of the Representation and Headquarters;
  3. Provide technical support and guidance in the development, management, monitoring and reporting on project proposals for funding the approved BWP, applying best practices and lessons learned;
  4. Monitor Agreements on technical cooperation with the Ministry of Health (MoH) and strategic partners, at the international and national levels; apply the tools and systems for operational planning, and support the implementation of the planning, programming, budgeting and resource coordination processes through an entity- wide participatory process;
  5. Implement the results-based management framework and develop the managerial tools to ensure the achievement of expected results by the Country Office; support the Representative in the operational planning and implementation of the Country Office’s Biennial Work Plan (BWP), ensuring that these are aligned with the Organization’s Strategic Plan and Country Cooperation Strategy (CCS); prepare  reports; advise on setting realistic targets and milestones and ensuring up-to-date information to monitor progress on BWP  implementation;
  6. Guide and support the Country Office’s BWP review process to verify compliance of the BWP with the business rules of the Operational Planning Manual, prior to its submission to Executive Management (EXM) for review/approval;
  7. Monitor program expenditure and prepare the relevant reports to assist Technical Advisors with the monitoring and monthly tracking of the use of their awarded funds; assist with preparation of grant reports and ensure that required reporting is done in accordance with corresponding Agreement;
  8. Maintain effective partnerships with all project stakeholders to exchange critical and technical information and resolve program/project implementation issues to ensure results are achieved as planned;
  9. Maintain direct communication with national and international counterparts, facilitating the strategic mapping of the sector, alignment and harmonization through collaboration among organizations and relevant stakeholders;
  10. Analyze and update information regarding key social actors in the health area, regarding trends and variations in policies, strategies, and actions for the better fulfillment of national health policies, as well as the regional and global agendas;
  11. Provide technical support for cross cutting themes – gender, equity, ethnicity and human rights - to be mainstreamed in the work of the Country Office; organize and prepare a variety of written outputs for internal and external use, such as drafting background papers, briefings and special presentations;
  12. Identify and facilitate availability of resources in favor of the development of public health cooperation; provide support to technical areas in formulating and providing follow-up for initiatives that will ensure such resources, in compliance with the Organization’s Strategic Plan and Country Office Biennial Work Plan;
  13. Collaborate with all technical areas of the Country Office by providing the relevant political, health policy and planning perspectives; consolidate and synchronize activities, in consultation with staff with respect to the project implementation, targets and timeframes;
  14. Participate in the United Nations Country Team (UNCT) managerial groups, particularly regarding the elaboration, implementation and monitoring of the United Nations Development Assistance Framework (UNDAF);
  15. Participate actively in the Program Management and Partnership Specialist Network (PMPN) led by PBU and in the Resources Mobilization Network (RMN) led by ERP; review and analyze progress on technical matters, including inter-programmatic and inter-sectorial activities in the context of the PMPN and the RMN;
  16. Provide support to Risk Management Focal Point and Technical Advisors in completion of risk management analysis of BWP Programs and implementation of approved mitigation response plans;
  17. Perform other duties, as assigned.

Education\: 
Essential\:  A bachelor’s degree in one of the health or social sciences from a recognized university.
Desirable\: A master’s degree in public health, policy and planning, project management, health administration, public administration, management or related field would be an asset.
 
Experience\:
Essential\:  Seven years of national progressively responsible experience in the areas of policy and health planning, project management, monitoring and evaluation, including experience in strategy formulation and strategic resource allocation.
Desirable\: Experience in technical project management in the social fields, preferably health project management requiring coordination among different institutions, national and international, including government authorities would be an asset.
 
Languages\:
Very good knowledge of Spanish with a working knowledge of English.  Knowledge of French or Portuguese would be an asset.
IT Skills\:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook.  Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.
