Water and Energy Cluster

Based in Copenhagen, the UNOPS Water and Energy Cluster provides specialized project management services to partners such as the United Nations Development Programme (UNDP), the Global Environment Facility (GEF), the United Nations Environment Programme (UNEP) and the World Bank. Together with partners, the cluster executes projects that support sustainable development by:

  • promoting international cooperation to prevent and reverse environmental degradation of international water systems
  • enhancing the resilience of communities and eco-systems to climate change
  • lowering emissions by bridging renewable energy solutions
  • developing Nationally Appropriate Mitigation Actions to strengthen climate-resilient development

UNDP/GEF is providing assistance through UNOPS to countries bordering Yellow Sea in support of their efforts to address among others the increasing trends of depleting fishery stocks, loss of coastal wetland, land and sea-based pollution and implementation of the Yellow Sea Large Marine Ecosystem Strategic Action Programme (YSLME SAP) adopted by China and RO Korea with support of DPR Korea. One of the assistance programs to implement the SAP is the UNDP/GEF/UNOPS project entitled Implementing the Strategic Action Programme for the Yellow Sea Large Marine Ecosystem: Restoring Ecosystem Goods and Services and Consolidation of a Long-term Regional Environmental Governance Framework, or the UNDP/GEF YSLME Phase II Project. The project was launched in July 2017.

The objective of this regional project is to achieve adaptive ecosystem-based management of the Yellow Sea Large Marine Ecosystem bordered by China, RO Korea and DPR Korea by fostering long-term sustainable institutional, policy and financial arrangements for effective ecosystem-based management of the Yellow Sea in accordance with the YSLME SAP.

There are four components of the project:

  1. Sustainable national and regional cooperation for ecosystem based management.
  2. Improved Ecosystem Carrying Capacity with respect to provisioning services.
  3. Improved Ecosystem Carrying Capacity with respect to regulating and cultural services.
  4. Improved Ecosystem Carrying Capacity with respect to supporting services.

The key outcomes sought are:

  1. Establishment of a self-sustaining cooperative mechanism for ecosystem-based management.
  2. Recovery of depleted fish stocks and improved mariculture production and quality.
  3. Improved ecosystem health;
  4. improved inter-sectoral coordination and mainstreaming of ecosystem-based management principles at the national level, maintenance of habitat areas, strengthened stakeholder participation in management and improved policy making.
  5. Skills and capacity significantly developed for region-wide ecosystem-based management.

Functional Responsibilities

I. Administrative Functions:
  1. Assist in provision of routine administrative support to project implementation coordination in PR China on the proper day-to-day functioning of the Project Management Office in Beijing (PMO Beijing branch).
II. Finance & Procurement:
  1. Create and update supplier information on UNGM on timely manner through communication with suppliers under the guidance of Operations Associate.
  2. Draft and review travel expenses claim (TEC) forms, Purchase Orders, and Request for Payments to facilitate payment processes.
  3. Review Procurement and payment documentation ensuring compliance with UNOPS rules and regulations.
  4. Assist with Data Analysis in monitoring Project expenditure with reference to the approved budget.
  5. Assist in additional Finance related tasks upon request of YSLME Project Management Office (PMO) colleagues or suppliers, including supplementation of supporting documents.
III. Meeting and travel arrangement:
  1. Maintain up-to-date data base of meeting/ workshops/ trainings participants.
  2. Prepare invitation letters and registration forms to circulate them with program specific attachments to participants in advance of the events.
  3. Coordinate travel schedules of participants and provide them with logistic supports (e.g. visa application).
  4. Draft and review Travel authorization (TA) form, ensuring that calculation of Daily subsistence allowance (DSA) and Terminal Expenses (TE) complies with UNOPS rules and regulations.
  5. Facilitation workshop preparation and communication with different stakeholders.
IV. Communication and visibility:
  1. Translate news articles from English into Chinese;
  2. Translation of meeting documents into Chinese; and
  3. Participate in documentation of meeting proceedings under the guidance of Project Manager.

Education/Experience/Language requirements

Education

All applicants should have completed a Bachelor's degree, or be enrolled in a postgraduate program in business administration or other relevant areas or have graduated from such studies within three (3) years prior to the applications date of the internship.

Work experience 
No previous work experience is required for this post, however prior exposure to similar work and/or UN/international organization system would be a distinct advantage. 

Computer Literacy

Proficiency working with the Microsoft Office package, in particular MS Excel is desirable.

Language Skills

Fluency in English and Chinese (mandarin) is required.

This internship is not designed to lead to a staff position with UNOPS. Therefore, there should be no expectation of employment at the end of the internship.

Interns may be eligible for a monthly stipend  from UNOPS provided that they do not receive funds from other institutions. Further, UNOPS may provide a one time travel lumpsum of 500 USD. However, they must make their own arrangements for accommodation, travel and necessary visa arrangements.
