Background

Cabo Verde became the first pilot Joint Office (JO) of the Ex-Com agencies (UNDP, UNICEF, UNFPA and WFP) on 1 January 2006.  This was a major step of UN reform towards the harmonization and simplification of UN activities in small countries.  A Joint Office consist of a single UN office of the participating agencies, led by one representative who equally represents all the participating agencies and is also the UN Resident Coordinator. The JO has one organizational structure and a single programme/common country programme encompassing the activities and mandates of all participating agencies, and uses one set of business processes, rules and regulations under a “support agency” arrangement, and is agency-neutral.  In Cape Verde, the UNDP system is used.  The JO in Cabo Verde became part of the group of 8 Delivering as One (DaO) pilot countries in 2007.  The JO, now comprising only 3 agencies – UNDP, UNICEF and UNFPA - is presently one of the leading UN entities in implementation of the third UNDAF/One UN Programme covering the period 2018-2022, fully aligned with the National Sustainable Development Plan and with Agenda 2030.  A joint UNDP, UNFPA and UNICEF Country Programme Document (CPD) for 2018-2022 will start implementation in 2018, and is based on four results areas aligned with SDGs (People, Planet, Prosperity, and Peace), with a strong focus on building systems and partnerships for SDG implementation in the country, leading to the need for innovative, creative and integrated solutions both on programme and operations.

The Energy, Environment and Climate Change Portfolio is responsible for management of the Joint Office programme in coordination with the Portfolios: Governance, Public Administration and Justice, Inclusive Growth Employment &Population and Policy, Planning and Integration. The environment Portfolio priority is to ensure sustainable management of natural resources, programming priorities cover renewable energy and energy efficiency, Environment management, WASH, disaster risk reduction strategy and resilience building, climate change adaptation and mitigation and conservation of biodiversity. As such the programme aims at strengthening the institutional capacities at local, municipal and national levels to manage and utilize natural resources in a sustainable manner, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risks of natural disasters, in particular those related to the country’s status as SIDS.

Cabo Verde as a small island Development State (SIDS) is characterized by ecosystems which, due to their biogeography and peculiarities, contain a relatively rich biodiversity, represented by emblematic and endemic species. The characterization of the ecology and existence of several hotspots makes Cabo Verde one of the ecoregions of global importance in terms of biodiversity. However, due to their natural conditions typical of island ecosystems, natural resources are very vulnerable and require sustainable management aimed at reducing anthropic impacts in a context of economic and social development based on sectors such as agriculture, fisheries and tourism.

On the other hand, Cabo Verde it is vulnerable to several risks. The geographic situation – located in the subtropical Sahel arid/semiarid region – and its volcanic origin determine Cabo Verde’s hazard and risk profile. The impact of climate change, environmental degradation and disasters (especially volcanic eruptions, flash floods, epidemics, pests and droughts) on the country’s small, tourism dependent economy – and on poor people’s livelihoods and assets – is potentially very high. Rapid and unplanned urban growth resulting in spontaneous neighborhoods development and occupation of coastal zones, further increase exposure to disaster risks and aggravates urban poverty, therefore increasing socio-economic vulnerability. Limited access to public services, poor public infrastructures and civic amenities, and inadequate housing expose urban slums’ dwellers to risk of loss in a disaster. To respond to the identified priorities, two projects have been designed, the first focusing on reinforcing national and local capacities in disaster recovery, the second on mainstreaming biodiversity conservation into the tourism sector in synergy with efforts of further strengthening protected areas system in Cabo Verde.

The project “Building Capacities for Resilient Recovery Phase 2” aims at 1) preparing the country to manage future recovery processes in an effective, sustainable and inclusive way and 2) to strengthen capacities and systems to plan and manage recovery processes that will ensure resilience of the country and the communities in the face of disasters through “building back better and safer” and swift return to sustainable development pathways. The project intervention is designed to improve recovery preparedness, support effective recovery management and promote building back better. All those measures have been identified as key interventions for the implementation of the national Disaster Risk Reduction Strategy (ENRRD). This project will focus on preparedness for recovery at the national and sub-national level and will have four main outputs: 1) Strengthened policy, institutional and financial frameworks to plan and implement sustainable recovery processes; 2) Enhanced technical capacities in recovery planning and implementation including conducting post-disaster needs assessments and developing recovery frameworks; 3) Enhanced national and local capacities for implementing sustainable recovery at community-level; 4) Systematized body of knowledge and technological innovation for recovery management.

The project “Mainstreaming biodiversity conservation into the tourism sector in synergy with a further strengthened protected areas system in Cabo Verde” (BIOTUR) seeks to support mainstreaming biodiversity considerations into the tourism sector, while strengthening the conservation of Cabo Verde’s important biodiversity by operationalizing a critical new subset of protected areas. While Cabo Verde has set ambitious targets for the expansion of its tourism industry, the achievement of these rely on long term competitiveness, which for a significant proportion of the tourism on offer depends on good environmental quality standards and effective conservation of the country’s landscape and biodiversity asset. The selected protected areas are located in four priority islands – Santiago, Sal, Boa Vista and Maio – where immediate pressure is greatest and urgent action is required that can be replicated more widely in the future.

Under the first component, the project develops and put into place coherent and effective enabling for enhanced multi-sectoral strategic land-use planning at the landscape level, focusing on the tourism and associated real/construction sectors. The project will support the development of new national standards on sustainable tourism and the uptake of international certification systems that are aligned with the Global Sustainable Tourism Criteria while promoting destination-based sustainable tourism standards and their operationalization. Under the second component, the project will spearhead the operationalization of 8 protected areas based on the development of management and ecotourism plans and associated regulations. Cost-effective protected areas revenue generation mechanisms will be developed and tested in conjunction with tourism sector stakeholders.

Under the supervision and leadership of the Programme Specialist, Energy, Environment and Climate Change coordinator, the project Analyst  primary responsibility to support in the management of the projects to ensure they produce the results specified in the respective project documents, to the required standard of quality and within the specified constraints of time and costs.He/she reports regularly and directly to the Programme Specialist, Energy, Environment and Climate Change about progress achieved in the support of the management of the two projects, in line whit the Energy, Environment and Climate Change Portfolio

Duties and Responsibilities

Summary of key functions:

  1. Support the Coordination and the monitoring of the two selected projects implementation, assuring the liaison of the other programs and initiatives of the Portfolio
  2. Provides technical advice and substantial guidance on a range of Climate change, conservation, environment and disaster risk reduction areas
  3. Support the Strategic Partnership and the Resource mobilization initiatives
  4. Contribute to the Facilitation of knowledge building and sharing

Coordination, support and monitor the  selected projects implementation:

  • Provide technical advice and support to the Environment Portfolio Manager on the preparation of  the annual work plans for the BIOTUR and DRR projects, including strategic and/or innovative initiatives to be undertaken/explored;
  • Provide and support quality assurance over projects outputs, monitor project implementation progress, and report to UNDP CO environmental portfolio manager;
  • Actively provide close support to BIOTUR and DRR projects coordinators and team, in setting and preparing project Implementation review/annual project report (PIR/APR), technical and financial reports for project key stakeholders as required;
  • Raise awareness of projects team on strategic or key project issues, plans and initiatives to maximize highest impact and effectiveness;
  • Assist UNDP CO, project staff and Technical Adviser  (TA) of  the  Project “Mainstreaming biodiversity conservation into the tourism sector in synergy with a further strengthened protected areas system in Cabo Verde (BIOTUR) in ToRs development and approval processes for project consultancies and or eventual subcontracting activities in line with UNDP rules and procedures; Assist UNDP CO  Programme Specialist, Energy, Environment and Climate Change and projects coordinators to ensure the timely and appropriately delivery of all expected project consultancy and deliverables, and sub-contracted activities;
  • Report periodically to UNDP-Programme Specialist, Energy, Environment and Climate Change, update on relevant projects stakeholders with specific required information and actively assist in preparing projects or UNDP CO programme monitoring missions and evaluations; and
  • Oversee and ensure the timely delivery of the Reports for BIOTUR and DRR projects;
  • Prepare and revise the work Plan and financial plan of the projects, as required by UNDP, SNPCB and DNA;
  • Liaise with UNDP, DNA and SNPCB and relevant government agencies and all project partners, including NGOs for effective coordination of all project activities;
  • Support mechanisms for regular communication with/among project and stakeholders;
  • Report the progress of the BIOTUR and DRR projects to the Steering Committees and ensure compliance with the directives issued by the Steering Committees.
  • Coordinate the delivery of narrative and financial reports for the two projects and prepare the annual project narrative and financial reports for the donors;
  • Mobilize all project contributions in accordance with UNDP procedures for assisted NIM modality

Provides technical advice and substantial guidance on a range of environment and disaster risk reduction areas:

  • Provide advice and guidance to the overall direction and consistency of BIOTUR and DRR projects with UNDP’s approach to disaster risk reduction, mainstreaming biodiversity conservation, sustainable tourism development as per the overarching project documents;
  • Contribute to the formulation of strategic concept notes and sectorial analysis as required;
  • Provide technical advice and guidance on issues related to preparedness for recovery planning and recovery programming, planning and programming that ensure for mainstreaming of biodiversity conservation, sustainable tourism as required to build necessary capacities for efficient BIOTUR and DRR project implementation;
  • Provide technical advice and support to the Programme Specialist, Energy, Environment and Climate Change in the preparation of UNDAF, Country Programme and Project Documents in the areas of Environment, Climate Change, Energy and Disaster Risk Reduction.

Strategic Partnership and support in resource mobilization

  • Effectively networks with national and international partners seizing opportunities to support strategic alliances and resource mobilization opportunities relevant to Energy, Environment and Climate Change Portfolio
  • Support and maintain an effective relationship with key partners and stakeholders, and keep project partners and UNDP CO informed as appropriate;
  • Promote a suitable teamwork environment for within the projects, projects Steering Committee members, and key stakeholders
  • Ability to maintain close working relationship with government staff, national and international experts and technical cooperation agencies;
  • Establish effective synergies with others agencies aiming at developing joint and cooperative programmes and projects.

Facilitation of knowledge building and sharing

  • Facilitate knowledge exchanges between the projects stakeholders to ensure cross-fertilization of experiences;
  • Contribute to identify and capture lessons learnt from the project/s implementation and compile in a final report;
  • Collect information from the projects to ensure compilation of success stories, case studies, and lessons learned to feed into potential country or regional strategies, policies and guidelines.

Impact of Results

Environment and Disaster Risk Reduction Project Analyst, will contribute to increase the policy impact, institutional capacity building, and resource mobilization results in areas of intervention of the, Energy, Environment and Climate Change Portfolio. The key results have impact on the success of the implementation of the Program and projects, on the strategic positioning of the office, on resource mobilization as well on the delivery to the portfolio.

Required Skills and Experience

Education: Master's Degree in environmental sciences, natural resources management, geography, Spatial Planning, climate change or related areas;

 
Experience: 5 years of relevant experience on Project management projects, and programs, design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments is required
 
Language Requirements: Fluency in Portuguese and working knowledge of the English language will be considered a strong asset.

Additional qualifications /expertise desired:

Demonstrated understanding and knowledge of issues related to the Convention of Biological Diversity, especially the programmatic areas of Marine and Coastal Biodiversity and Island Biodiversity. Cross cutting issues such as Climate Change and Biodiversity, Tourism and biodiversity, and Protected Areas will be considered an added value;

Land-use planning and knowledge of disaster risk reduction and the ability to apply to strategic and/or practical situations will be considered an added value
