Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the following areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. The position is located in the Department of Agri-Business (PTC/AGR/OD). PTC/AGR provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and reduction of poverty. PTC/AGR drives the Organization’s mandate of creating shared prosperity. To this end, it supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. Based on its experience in post crisis and human security programmes and projects, the Department responds to complex emergencies through activities that contribute to socio-economic security both at national and local level such as restoring and upgrading local productive capacities; building and strengthening institutions; and honing the resilience of the most vulnerable, including youth and women.

The project set out to strengthen the agri-business partnerships with the World Bank. It aims to establish a long-term strategic working relationship with the World Bank to support the large-scale agriculture and agribusiness development objectives of UNIDO’s Members States. UNIDO, as a strong partner vis-à-vis its Member States and the World Bank, will assist its Member States in designing, formulating and implementing agri-business programmes financed by the World Bank. PTC/AGR will provide technical assistance to the joint programmes of UNIDO and the Food and Agricultural Global Practice of the World Bank (WB/AGP) in selected countries and sectors. With the support of Partnership Coordination Division (PTC/PPF/PCD), partnerships with the Wold Bank and respective governments will be operationalized. It will enable UNIDO Member States to have better access to appropriate financing and targeted technical assistance for execution of large scale agri-business projects for their inclusive and sustainable industrial development. The project duration is 2 years (24 months). Duty station: UNIDO HQs, Vienna, Austria. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters. Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

The Associate Industrial Development Expert will work under the overall guidance of the Director of PTC/AGR; and in close coordination with other Project Managers involved in the implementation of the programme, and will specifically perform the following duties: 1. Contribute to the conceptualization and expansion of joint program with DFIs, including World Bank; 2. Facilitate the development of the program in the area of Agro-industries and support implementation in different countries in achieving smooth operations and coherence in the execution and delivery of the programme. Assist in donor coordination activities to achieve synergies with other technical assistance projects; 3. Contribute to the drafting of interim reports and bi-annual/annual implementation and financial reports for the programmes according to donor specifications and UNIDO requirements; 4. Prepare detailed time frames for fielding of national and international experts, training, fellowships, subcontracts and procurement based on approved Work Plans; 5. Assist in the preparation of job descriptions and identification of national and international experts and consultants; 6. Assist in the elaboration of Terms of References (TORs) for trainings, subcontracts and purchases; 7. Assist in monitoring and following-up the work and findings of national and international consultants and subcontracts to ensure smooth programme delivery/implementation of planned activities; 8. Contribute to the preparation of promotional material in order to create awareness, visibility, and publicize project results; 9. Prepare/compile background materials or data from different sources (Internet, Intranet or other publications) as required for missions, meetings and preparation of reports of the Programme; 10. Support the UNIDO Project manager in his day-to-day operational work and in the administration and financial monitoring of the Programme and its activities.

Minimum Requirements

Education

Advanced university degree in management, economics, business administration or equivalent.

Languages

English (fluent), working knowledge of another official UN language is desirable.

Computer Skills

Field of Expertise

A minimum of three (3) years of relevant professional experience, including development cooperation, programme management, project implementation or procurement. Exposure to the needs, conditions and problems in developing countries is desirable. Working experience with UN agencies/IDF, or provision of technical assistance in agribusiness and agro industrial development will be considered as an asset. Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates
