OBJECTIVES OF THE PROGRAMME


Sierra Leone is one of the 15 Parties worldwide selected to receive intensive support to strengthen implementation of the WHO Framework Convention on Tobacco Control (WHO FCTC), through the FCTC 2030 project, a technical-assistance project generously funded by the United Kingdom and Australia Governments, and delivered by the Secretariat of the WHO FCTC in collaboration with the World Health Organization (WHO) and the United Nations Development Programme (UNDP). 

The focus areas of the project are\:

  1. National Tobacco Control strategy and development planning (Art. 5.1)
  2. National multisectoral coordination for FCTC implementation (Art. 5.2a)
  3. Legislation and policy environment (Art. 5.2b)
  4. Protection from tobacco industry interference (Art. 5.3)
  5. Raising tobacco taxes and innovative financing for development (Art. 6)
  6. Smoke-free policies (Art. 8)
  7. Packaging and labelling (Art. 11)
  8. Education, communication, training and public awareness (Art. 12)
  9. Bans on tobacco advertising, promotion and sponsorship (Art. 13)
  10. Cessation (Art. 14)
  11. Alternative livelihoods and protection of the environment (Art. 17 and 18)
  12. Cooperation (Art. 22)

To support the Ministry of Health and Sanitation in implementing and monitoring Sierra Leone’s FCTC 2030 strategic priorities, a consultant will be recruited by the World Health Organization (WHO).

The consultant will be based in the Ministry of Health and Sanitation’s Directorate of Non communicable Diseases and Mental Health in Freetown and work under the supervision of the Coordinator, Basic Package of Essential Health Services (BPEHS) Cluster at the WHO Country office.


DESCRIPTION OF DUTIES


Under the overall guidance of the WHO Representative to the Sierra Leone Country Office and direct supervision of the WHO Country Office Basic Package of Essential Service Coordinator, the incumbent will work with the Directorate of NCDs and Mental Health, the multisectoral FCTC Task Force and other relevant stakeholders to\:

  1. Support the development, implementation and monitoring of Sierra Leone’s workplan compliant to the FCTC 2030 strategies for the Country;
  2. Support and participate in the organization of FCTC 2030 project-related missions, meetings, trainings and workshops.
  3. Gather relevant documents that must be analyzed prior to each activity/mission;
  4. Assist with planning and delivery, of the WHO FCTC Investment Case in Sierra Leone;
  5. Review key literature including national policies and strategies and other relevant documents and evidence for developing tobacco control legislations and policies;
  6. Support Sierra Leone to develop comprehensive multisectoral national tobacco control strategies, plans, programmes and policies;
  7. Support drafting and the approval of Sierra Leone’s tobacco control law and regulations;
  8. Ensure monitoring & evaluation of project activities, including compile and analyze documents and prepare regular reports of results achieved against plans to share with the AFRO FCTC 2030 coordinator and tobacco control stakeholders.
  9. Provide the needed information so that the Sierra Leone’s Government can identify and set up a team of multisectoral experts at the national level for interaction, joint work and cooperation;
  10. Support on strategic planning activities such as stakeholder mappings and review of enforcement level of tobacco laws
  11. Routinely communicate and work with tobacco control stakeholders across ministries and with civil society groups to achieve project objectives.
  12. Coordinate involvement of UN agencies to support the implementation of the FCTC 2030 project plan and assist Sierra Leone with its efforts to include WHO FCTC implementation in the national SDG plans, health and development plans, and development assistance frameworks such as UNDAFs and WHO CCSs;
  13. Maintain a database of tobacco control-related studies and perform basic data analysis for presentation of key findings.
  14. Develop financial and technical reports related to the implementation of FCTC 2030 project and provide regular updates to the Convention Secretariat.
  15. Perform other duties in order to deliver the FCTC 2030 project, as required by the supervisors over the duration of the consultancy

 

METHODOLOGY

  • The Consultant will work under the day to day guidance of the Director of NCDs and Mental Health of the MoHS and closely coordinate with the BPEHS Coordinator at WHO
  • The main instrument of delivery will be the FCTC 2030 implementation plan
  • S/he will be in regular contact with the FCTC multisectoral Task Force and other stakeholders and work towards a regular schedule of meetings to execute, monitor and report back on the FCTC 2030 implementation plan
  • S/he will coordinate periodic teleconferences with external stakeholders including but not limited to the FTCT Secretariat to facilitate joint monitoring of the FCTC 2030 project and implementation plan

REQUIRED QUALIFICATIONS

Education\:


Essential\:


• First University Degree in Public Health or related field such as Community Health, Social Sciences


Desirable\:


• A clinical background. Formal training in FCTC and tobacco control or Noncommunicable disease control

Experience\:


Essential\:

• At least 5 years’ experience developing/designing and implementing public health programmes at national and/or decentralized levels   

Desirable\:

• Previous experience working on Tobacco Control Policies and strategies and/or broader Non communicable disease prevention and control efforts

• Experience working with WHO or other UN entities
