OBJECTIVES OF THE PROGRAMME

To enable high-burden countries to ensure evidence-based policies and strategies are in place to achieve universal access to high quality health services for maternal, newborn, child and adolescent health (MNCAH), and to increase coverage and quality of effective MNCAH interventions among pregnant women, newborns, children and adolescents, and to create mechanisms to measure the impact of those strategies. As part of the Family, Women, Children and Adolescents cluster, the Department's work is embedded within the Life Course Approach and contributes to the overarching goals of Universal Health Coverage and Health Security.

DESCRIPTION OF DUTIES

Ensure and coordinate the overall programme management of the Department and team, including risk management, the planning and management of human resources and finances, and coordinating the completion of technical and financial corporate reporting requirements and inputs.Manage and coordinate the allocation of Departmental human and financial resources, including the development of ongoing maintenance of human resources and financial workplans, and related activities, in order to proactively manage both longer and short-term staffing and operational needs.Manage the identification, monitoring and management of Departmental risk by solving critical resource or managerial/administrative issues and negotiating and implementing measures to reduce those risks.Ensure the development of effective collaborations among technical programmes, stakeholders and interested parties in collaboration with other relevant departments and networks. Coordinate the information and reporting activities from the various partners and communicate these to the Director and Coordinators for action.Strengthen links with regional/country offices and other Headquarters departments through the management of Regional Advisors' meetings and by developing and supporting effective coordination mechanisms.Oversee the development of the Department's programme budget, drawing on the collaboration of the technical expertise of Departmental staff and Regional and country office counterparts.Monitor the Department's programme budget during its implementation phase including the production of periodic reports on financial and technical implementation. Monitoring includes coordination with Regional colleagues on implementation especially from the programme perspective, of the biennial programme budget across the three levels of the organization.Coordinate the communications requirements of the Department, including the collation of strategic briefing notes for Senior Leadership.Contribute to raising the profile of the Department and the mobilization of resources for the relevant areas of work, ensuring an effective flow of information across the levels of WHO, and with internal and external stakeholders.Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential\: An advanced university degree in Public Health, International Health, Public Health Administration or closely related field.
Desirable\: Additional training or specialization in public health related areas and/or programme management.

Experience

Essential\: At least ten years of international experience in management of health-related programmes and general technical and administrative programme management. Extensive experience in planning and implementing health programmes. Management experience, at progressively more senior levels, at international level, including financial management, strategic planning and supervision components. Experience in building and working with various global health-related partners. Experience working with the UN system.
Desirable\: Experience in project management. Experience in coordinating and managing diverse groups and working in collaboration with other organizations. Experience in resource mobilization and writing funding proposals.

Skills

Excellent knowledge of programme management and public health. Proven skills in working with different programmes and partners, including civil society, professional bodies, donors, NGOs and private sector. Good negotiation and advocacy skills. Knowledge of the public health issues in the context of maternal, new born, child and adolescent health. Ability to establish and maintain good working relationships with colleagues, senior WHO staff and with the international community; good interpersonal skills. Strong skills and knowledge in developing grant and funding proposals. Ability to write concise reports and communicate effectively to non-expert audiences. Demonstrated team management skills in an international, multi-cultural and multi-disciplinary environment. Ability to design strategies and operational plans. Knowledge of human resources and financial management principles.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 85,543 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5211 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
