Background

The Resident Coordinator System encompasses all organizations of the United Nations that have operational activities in the country. As the designated Representative of the UN Secretary-General and leader of the UN Country Team (UNCT), the UN Resident Coordinator (UNRC), in consultation with the UNCT, assumes overall responsibility for and coordination of the developmental activities of the UN carried out at country level. This is done in conformity with the objectives and priorities of the host government and in accordance with the mandates and objectives of the various UN organizations. The UNCT is composed of representatives of the UN specialized agencies, funds, programmes, entities and non-resident UN agencies. 
 
The UN System in Brazil is composed of 24 organizations, besides 2 non-resident agencies that, despite not having office in the country, are present through its programmes and projects. The UN Country Team in Brazil has various working structures to ensure a coordinated interagency action in the country and implement joint activities under the leadership of the UN Resident Coordinator.
 
UN in Brazil signed the new United Nations Sustainable Development Partnership Framework (UNSDPF) for 2017-2021 with the Government of Brazil on 24 October 2016. This Partnership Framework is centered around the SDGs and aligns with Brazil’s Multi-Year National Development Plan 2016 -2019 (Plano Pluriannual – PPA, in Portuguese). Consequently, the United Nations System in Brazil, along with its partners, has selected five priority areas for the next cycle of strategic planning. These are the same pillars as the 2030 Agenda: People, Planet, Prosperity, Peace and Partnerships (5 Ps). 
 
Under the direct supervision of the UN Resident Coordinator, the UN Coordination Analyst facilitates with the UN coordination mandate in order to achieve a coherent and effective UN response to Brazil’s Development agenda. The UN Coordination Analyst collaborates with the development of common UN strategies and contributes towards a coherent implementation of the Brazil- UN Sustainable Development Partnership Framework for 2017-2021. The UN Coordination Analyst works in close collaboration with UNCT members, programme and operations teams of the Agencies, UNDCO staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful and transparent coordination of UNCT activities.
 

Duties and Responsibilities

1. Collaborates with the RC/UNCT in preparation and implementation of country programming processes and products, and UN programmes coordination focusing on achievement of the following results:
  • Overall coordination of the process of continuously identifying, analyzing and prioritizing needs in Brazil in order to facilitate an appropriate, coherent programmatic response by UNCT, reflecting Partnership Framework (UNSDPF) priorities and SDGs;
  • Facilitation of assessments and other analytical work to help determine UNCT strategy and priorities, reflecting the overall framework of Partnership Framework (UNSDPF) and SDGs; 
  • Preparation of high-quality documents summarizing the developments in the Partnership Framework (UNSDPF) areas of cooperation;
  • Participation in the work of the Partnership Framework (UNSDPF) Results Groups and and Inter-Agency Teams, including support for monitoring and evaluation within the context of the UNSDPF Results Matrix;
  • Monitoring of all joint/collaborative programmes/initiatives of the UNCT and provision of periodic reports as necessary.
2. Organize the preparation and implementation of the RC/UNCT Work Plan focusing on the achievement of the following results:
  • Coordination of the RC/UNCT Work Plan, reports and proposals for funding preparation.
  • Coordination of substantive preparations and support provided for UNCT retreat to review the annual workplan and other UNCT meetings.
  • Monitoring of the Support to the Resident Coordinator (SRC) fund and other funds dedicated to UNCT activities. Approval of expenditures reports.
  • Preparation of updates for the UN Secretariat and other UN entities, as and when required by the RC;
  • Ensure tracking of latest developments and issues on UN reform, UN system and other partners that require attention and on which UN system should respond.
3. Promote the effective advocacy of UN activities in close consultation with UNIC and the UN Communications Group focusing on the achievement of the following results:
  • Management of the UNCT’s media and communication strategies;
  • Maintenance of the systematic information on UN activities.
  • Implementation of the outreach strategy for partners of the UN system. 
  • Preparation of speaker’s notes, talking points, speeches for major advocacy events of the Resident Coordinator system, in close consultation with the UNCT and partners.

4.  Facilitates the implementation of resource mobilization strategy for Partnership Framework (UNSDPF) implementation focusing on achievement of the following results:

  • Development of partnerships with IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society.
  • Analysis and research of information on donors, preparation of reports on donors strategies.
5.   Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learned directly linked to country policy goals.
  • Contributions to knowledge networks and communities of practice.
  • Organization of training to UN staff on coordination issues.
 
Impact of Results 
 
The key results have an impact on the success of the UN Country Team activities, strengthening of overall coordination capacity, implementation of the UN System reform. In particular, the key results have an impact on the design and operation of UN activities, creation of strategic partnerships for UNCT Programming including UNSDPF implementation and support of national strategies and priorities.

Required Skills and Experience

Education:
  • Master’s Degree in Economics, Social Sciences, International Relations, Political Sciences or related field;
  • OR Bachelor’s degree plus 2 years of relevant experience beyond the required;
Experience:
 
Minimum requirements
  • Minimum of 5 years of relevant experience with coordination, monitoring and reporting activities to support high-level management decision with an integrated outcome approach (If performed in an international environment will be considered an asset);
  • Experience in providing management advisory services, with hands-on experience with strategic planning and programming processes, including design, monitoring and evaluation of development projects;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Desirable Requirements

  • Knowledge about the UN and RC systems would be an advantage.  
Language Requirements:
  • Fluency in Portuguese and English is required. 
  • Fluency in Spanish is an asset.
