SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

 The Data entry assistant (HMIS) is a member of project management team and responsible to support implementation of national HMIS system in the project and ensures the timely data entry and reporting to HMIS Snr Officer by using HMIS data base. S/he is also responsible for maintaining HMIS Data base and data collection and timely supply of HMIS format to HFs.  All activities will be carried out in close collaboration of HMIS Snr Officer and Technical BPHS Manager.

Qualifications & Requirements:

  • He/she must be graduated from recognized university of Medical as (MD), Nurse, Midwife or equivalent certified by relevant higher education authority in Afghanistan or other countries.
  • He/she must have at least two years of working experience in positions of HMIS assistant, or Health supervisor 
  • Got training in HMIS, Data Use, and has  experience of working in BPHS    
  • He/she must be a good team player and be able to work in under pressure conditions/circumstances
  • He/she must have good communication skills
  • Has the ability to write and speak local languages (Pashto, Dari) and English

Main Responsibilities:

  • Coordinate and supervise the activities of health workers working in HFs
  • Provide supervisory and monitoring visits as per approved schedule from HFs and support the health facilities staff
  • To produce timely, accurate, reliable and sufficient data/information and ensure the information is used for action and improvement of quality services.
  • To be ensured for data verification and avoid from data discrepancy, submit verified data to main office/ MoPH.
  • To help HMIS senior officer for provision of constructive and helpful written feedbacks on monthly/quarterly reports for more accuracy.
  • Check and verification of data in field level, (Assess quality of reported data).
  • To be fully aware from responsibilities of MOPH (GCMU, PPHD and technical departments) and SCA toward project implementation.
  • To ensure timely HMIS data entry to HMIS database.
  • To ensure that relevant project/HF staff understand the standard operation manual (SCA and MOPH) for implementation of pay for payment process.
  • To closely monitor the performance of project key indicators versus set targets on monthly basis and makes sure effective action plans are developed to achieve project targets both at provincial office and HF level.
  • To ensure that HMIS verification checklist is implemented once per month per HF.
  • To establish/maintain easy to access and meaningful filing system and record keeping.
  • To collect, compile, analyse data and provides feedback.
  • To participate in drafting monthly, quarterly and annual reports.
  • To provide and support supply of the HMIS stationary and formats in health facility level on quarterly base.
  • Through transfer of knowledge and skills, enhances the ability and capacity of health worker in Health facility to ensure smooth implementation of HMIS system
  • Identify training needs of health workers and design training package for the capacity development of health workers
  • He/she should ensure to conduct planned training as per developed schedule for the health practitioners on HMIS reporting
  • Promote gender equality, non-discrimination with regard to ethnic, political and religious background
  • To participate in workshops, seminars & conference organised by the SCA, MoPH.
  • Promotes good coordination with all SCA units and other department at WRMO and KMO especially Wardak BPHS and health unite.
  • Maintain good cooperative relation with PPHD and other relevant authorities/stakeholders at national and provincial
  • To actively contribute to the successful development and good reputation of the SCA
  • To do any other official duties assigned by the supervisor
