SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The Community Mobilizer is responsible to ensure establishment and functionality of Health Shuras as well as to maintain and further improve existing coordination of HFs with community and with other existing related stakeholders in the field.

The Community Mobilizer must spend most of his/her official time in the field with community in order to raise their awareness and improve the capacity of targeted communities with more focus on health shuras where s/he is working.

Qualifications & Requirements:

  • Baccalaureate qualification. The Bachelor’s degree will be preferred.
  • At least 2 year experiences in relevant position, as well as work experience with NGOs (preferably with BPHS Implementers or in the relevant field)
  • Familiarity with MS. Office package, fluency in Pashto and Dari both written and spoken and possess initial English Language knowledge.
  • Good Interpersonal and communication, supervisory and team working skills
  • Ability and willingness to travel to the targeted area/ sites as per the job requirements
  • Honest, proactive and well mannered.

Main Responsibilities:

  • Work with Health Shuras in order to raise their awareness on health issue
  • Facilitate and coordinate health shura meetings as much as needed (weekly, biweekly, monthly)
  • Gain appropriate support of health shuras and communities to support delivery of health services from all delivery points (HFs, HPs)
  • Held orientation meetings with community for proper use of health facilities and to share information with them on the level of health facilities and on the level of health services provision through the HFs
  • Strengthen and further improve linkages between community and HFs and to rebuild this relationship where it has been broken or is poor
  • Develop capacity within targeted communities in order identify their health priorities and health problems and develop solution plan for the health problem
  • Keep and maintain clear communication channel between HFs and communities
  • Remove myths and rumors exist in the field regarding some type of health services such as RH-services,etc. Build capacity within health shura to supervise and monitor their own planned activities
  • Persuade health shura members to support and contribute in construction and renovation of health facilities
  • Builds and maintains effective relationships with team members and other colleagues working in health project
  • Any other  official tasks to be assigned by her/his line supervisor
