SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The Role of L&D officer is to assist senior learning and development officer with all administrative and technical activities relating to L&D section of HR unit. Provide support in the delivery of training and development for all SCA staff. The officer will manage attendance and leave record of KMO staff. He will also assist in conducting annual performance appraisal and SCA internship program. It will play a key role in the SCA programs to increase impact and enable positive change for beneficiaries.

Qualification and Work Experience:

  • At least diploma (14th grade) in business administration or HRM is required, bachelor degree is preferred;
  • 2-3 years’ relevant experience, especially within an NGO, UN agencies or similar organization.
  • Computer skill at operator level, especially with MS Office packages
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Team worker, analytical, and troubleshooting skills
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Experience of planning, reporting and budgeting

Main Responsibilities:

Staff training and development

  • Support learning and development senior officer in arranging training programs both internal and outsourcing.
  • Assist L&D senior officer to extract training requests from annual performance appraisal and prepare training plan.
  • Ensure smooth logistical arrangement for the training events e.g. space arrangement, stationary, equipments and lodging for field staff.
  • Maintain record of all trainings conducted including short term, English, computer and degree courses.
  • Process training expenses, invoices, keep record of expenses including commitment/agreements for degree courses, and oversees events.

Employee Leaves Management

  • Control and keep update record of employees for all Kabul Management Office (KMO) staff.
  • Prepare employee leave utilization report in each six month for KMO and collect the same from regional management offices (RMOs).
  • Regularly cross check the record of biometric attendance with leave record and correct discrepancies if any.
  • Register fingerprint of new joiners in the system and fix any problem occur with devices.
  • Maintain an efficient leave management database to be responsive for audit check.

Performance Management

  • Assist in conducting staff annual performance appraisal in line with SCA performance appraisal guideline.
  • Share the appraisal form with all staff, and collect back the completed form as per the timetable.
  • Enter and compile information from annual performance appraisal and prepare the report.
  • Communicate and provide information to regional offices on performance appraisal system.

Staff inductions and exit formalities

  • Assist in managing SCA internship program to get hands-on work experience to possible number of fresh graduates.
  • Participate in the recruitment and selection of interns for KMO departments/units.
  • Prepare summary sheet (stipend payment documents) of intern and ensure the payments has to be on time.

Staff inductions and exit formalities

  • Assist senior officer in conducting orientation/induction of new joiners in KMO.
  • Provide required documents for new joiners e.g. copy of HR policy, code of conduct brief them about the office timing and other regulations.
  • Assist senior officer in exit formalities and confidential interview report of separated staff.
  • Extend assistance to other HR section as needed and or requested by line supervisor.
