How can you make a difference?

Under the general guidance and direct supervision of Immunization Manager, P4, the incumbent is expected to provide technical support in leading construction projects such as construction of EPI training center, building for storage of dry goods, cold rooms and expansion of central vaccine stores through Gavi supported Health System Strengthening Programme under the Health and Nutrition Section.

Located in the UNICEF Yangon Country Office and with frequent field travel expected, this position will report to Immunization Manager, P4, whilst working collaboratively with Health System Strengthening team, the Supply and Logistics Unit as well as other programmes in UNICEF in support of the Health and Nutrition Country Program Component.

Key functions and accountabilities of the position (detailed job description attached): -

  • Lead construction activities in the review of building design and construction management as well as other infrastructure ensuring compliance of design drawings, specifications and work methodologies and oversee the preparation of bills of quantities, cost estimates and provide expertise the subsequent tendering and bidding processes of Health System Strengthening supported construction projects.
  • Undertake field monitoring visits to UNICEF construction/expansion project sites, assess local conditions and resources, monitor UNICEF inputs and develop an implementation plan for quality assurance and control. Identify bottlenecks and propose remedial action. Communicate with National Immunization Programme, Health & Nutrition Field Offices, local counterpart authorities on improving project effectiveness as part of the monitoring process.
  • Provide technical support to government partners. Undertake follow-up action on project implementation activities, contribute to teamwork building.
  • Establish effective reporting systems among UNICEF and Partner staff. Compile and update reports on of best practices in construction and design as part of ongoing monitoring activities. Drafts relevant sections of reports (required for donors, management, Thematic reports and funding proposals)
  • Responsible for the identification, appraisal and selection of technical partners who may assist UNICEF with Monitoring. Assist programme sections and Supply & Logistics to perform technical reviews of cold chain equipment and construction Requests or Proposals.
  • Evaluate and analyze financial reports to ensure appropriateness of documentation, expenditures are within budget. Report to the Supervisor and/or Chief of Health & Nutrition on the outcome of reviews and any concerns about construction processes.

To qualify as an advocate for every child you will have…

  • Advanced University degree in one of the disciplines relevant to the following areas: Architecture, Civil Engineering, Building Construction or other field relevant to construction. A first university degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.
  • Five years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector.
  • Field work experience is an asset
  • Fluency in English and Myanmar
