Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

1.Role Specific Information

NRC enables youth to strengthen their personal, social and economic resilience by participating in a structured educational programme that offers pathways towards social engagement, livelihoods, and further education. The programme supports youth to transition from acquiring skills, to applying skills in professional or community contexts, to accessing employment or volunteering opportunities. The Host Community Youth Programme operates in northern Jordan, primarily supporting communities in Irbid and Mafraq.
The Youth Team Leader is responsible for implementation of activities providing support to Community Based Organisations to enhance participation of and services available to youth in Host Communities in Jordan, liaising with stakeholders, staff management, and field-level reporting.

Generic responsibilities:

  • Management of project staff.
  • Implement plan of action for delegated portfolio of Core Competency projects (activities, budget and project documentation).
  • Day to day follow of progress in project implementation.
  • Ensure compliance with NRC policies, Core Competency tools, handbooks and guidelines.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement.
  • Prepare periodic progress reports and other documents.
  • Ensure capacity building of project staff and transfer of key skills.
  • Liaison and collaborate with relevant local authorities and stakeholders.
  • Promote the rights of internally displaced/returnees in line with the advocacy strategy.
  •  Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and among-st beneficiaries served by NRC.

Specific responsibilities:

  • Supports local needs assessment including profiling of CBOs and youth agencies, and identifying gaps in support of young people in the project area.
  • Develops monthly activity work plan of Youth Programme activities and supervision of implementation, including field staff.
  • Identifies capacity building needs of staff through HR processes.
  • Focal point for CBO capacity building, proposal development, subgrant implementation and reporting within their geographic zone.
  • Focal point for CBO capacity building, proposal development, subgrant implementation and reporting within their geographic zone.
  • Support CBOs in identifying Youth Champions and establishing Youth platforms.
  • Regularly plan and liaise with other Youth Host Programme and CC colleagues to ensure complementary of intervention; and identify opportunities for integration.
  • Represents NRC at internal and external coordination as delegated by Youth Coordinator. Focal point for visitors. Represents with external/internal visitors to site, donors, and partners.
  • Prepares bi-monthly reports on programme activities. Ensures M&E correctly conducted and reported.
  • Supervises budget lines as delegated.

Scale and scope of position

  • Staff: 1 Technical Assistant
  • Stakeholders: NRC Partnership Unit, Community Based Organisations, Ministry of Youth staff, Beneficiaries, community members, humanitarian and development agencies.

  • Knowledge of the context of refugees in Jordan relevant to NRC activities (Essential)
  • Fluency in Arabic (Essential)
  •  Experience in conducting trainings to CBO and line ministry staff
  • Experience liaising with partners and stakeholders and to work with different cultures and beneficiaries.
  • Past experience implementing and monitoring projects benefiting youth at community level.
  • Strong organizational and planning skills and ability to coordinate multiple activities simultaneously
  • Excellent interpersonal skills, team management and leadership

Our Ideal Candidate:

We are looking for a Bachelor degree or equivalent in relevant field , with a minimum of 3 years previous experience in youth and/or education projects in a humanitarian/recovery context. Experience working in complex and volatile contexts, in particular in the Middle East.  Preferably with past team management and leadership experience. Someone who is able to work with different cultures, donors and beneficiaries, with previous experience working in complex and volatile contexts. Excellent skills in English and Arabic languages. 

We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.
