Organizational Setting
 
FAO's Nutrition and Food Systems Division (ESN) assists Member Countries to improve diets and raise levels of nutrition and provides support with appropriate policies, strategies and methodologies for improving the efficiency and inclusiveness of their food and agricultural systems. As a knowledge leader, areas addressed include dietary assessment, support on nutrition-sensitive food and agriculture policies and programmes, effective nutrition promotion programmes, nutrition-sensitive programmes, sustainable food systems, market linkages, post-harvest handling and agro-processing. FAO is committed to support Member States in their efforts to improve nutritional outcomes as stated in the Rome Declaration on Nutrition during the Second International Conference on Nutrition (ICN2 - November 2014) and to mainstream nutrition into FAO's strategic objectives.
 
The consultancy is located at FAO headquarters in Rome, Italy.
 
FAO International Consultants and Call purpose
 
The Organization frequently engages experts to work on short-term projects as international consultants.  An international consultant is engaged by the Organization to provide expertise, skills or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment may involve full-time or part-time functions similar to those of staff members. The assignment can be from 1 month up to 11 months. The possibility of extension is subject to satisfactory performance and depending on the resources available and needs of the Organization.
 
The objective of the Call is to attract suitable individuals to undertake B-level consultancy in support of the implementation of a Trust Fund Project. Individuals meeting or exceeding the requirements of the Call will be included in the Divisional Nutrition Roster. Experts who are registered in the Roster are available for consideration whenever relevant opportunities arise related to Nutrition and Food Systems.
 
Reporting Lines
 
The consultant will work under the general guidance of Director of the Nutrition and Food Systems Division, direct supervision of the Lead Technical Officer of the project, and in close collaboration with the Project Manager and the Nutrition Policy Team Leader.
 
Technical Focus
 
Support the delivery of a Trust Fund Project and contribute to the Capacity Development activities related to the technical area of Nutrition Education.
 
Tasks and responsibilities
 
  • Support raising awareness, dissemination and uptake of the FAO Nutrition Education courses via existing partnerships and agreements
  • Support regional and national academic institutions in the integration of the FAO Nutrition Education courses into existing university certified learning programmes, with a particular focus on the countries targeted by the project; and support the capitalization of experience in that domain through close collaboration with FAO Staff. In particular\:
    • Discuss with potential interested institutions the technical requirements and practical arrangements for implementation of the face-to-face and online courses
    • Maintain regular communication with interested institutions
  • Identify interested academic institutions for the implementation of the FAO Nutrition Education online course, explore the possibility of establishing a partnership with the institution or alternative modes of implementation, if feasible, draft the appropriate partnership agreement (exchange of letters, memorandum of understanding, etc) and ensure the agreement is finalized
  • Follow-up on the implementation of the FAO Nutrition Education face-to-face and online courses using an ad-hoc drafted survey and prepare regular reports about courses implementation highlighting the capacity needs and opportunities at organizational and individual levels as well as drivers and constraints for capacity development in integrating the course into academic trainings
  • Support the implementing partner in the organization and delivery of a regional cascade training workshop for the tutoring of the FAO Nutrition Education course
  • In close collaboration with the country office, identify a service provider and support the establishment of a letter of agreement for the adaptation of the FAO Nutrition Education course in a selected Asian country.
  • Support the organization of  a stakeholder/ advocacy workshop for the launch of the adaptation project, the identification of national experts who will attend the adaptation workshop and collecting initial feedback for the adaptation of the FAO Nutrition Education course in the selected Asian country
  • Update the key performance indicators of the Project Monitoring Framework as necessary, and support partners to collect data and deliver on its Monitoring & Evaluation (M&E) commitments
  • Perform other duties as requested by the project

Minimum Requirements

  • Advanced university degree in Human Nutrition, Public Health or a related field with a background in Nutrition and Food Systems and food-based approaches;
  • Five years of progressively responsible professional experience in (i) developing or adapting learning products and/or programmes related to nutrition, (ii) delivering nutrition related capacity development activities, (iii) the deployment of online and/or face to face learning activities, (iv) higher education curriculum planning and implementation monitoring; and
  • Working knowledge of English and French.

Technical/Functional Skills
  • Demonstrated experience in development and implementation of needs assessments (including tool development and adaptation) and formulation of a capacity-building road maps
  • Demonstrated experience in capacity development activities including development of training materials and facilitation of training workshops
  • Experience in developing, running and evaluating nutrition related online and blended learning programmes, in collaborative learning environments, including performance measurement assignments and activities is considered a strong asset.
  • Experience in working with senior technical experts and university staff for macro level curriculum planning and monitoring highly desirable.
  • Excellent analytical and conceptual skills, as well as gender sensitive and cross-cultural competency.
  • Knowledge and experience in conducting nutrition education in low and middle income countries desirable
  • Ability to operate effectively in a team, contributing positively to team operations and working relationships.
