Project Overview:

The Border Management Programme for the Maghreb Region (BMP Maghreb) is a regional programme planned in North Africa (with an initial focus on Tunisia and Morocco) within the framework of the European Union Trust Fund forAfrica(EUTF). It targets national borderagencies or any related institution of Tunisia and Morocco that are in the front-line in the management of borders, irregular migration and the protection of vulnerable migrants with the aim of mitigating vulnerabilities arising from irregularmigration and combatting irregularmigration BMP Maghreb will be implemented by ICMPD, with the participation of the Ministry of Interior of Italy for the Tunisian component.

The Programme Management Team is based at ICMPD Regional Coordination Office (RCO) for the Mediterranean in Malta, and will oversee programme implementation. The Morocco Component Team isbasedinRabat, Morocco.

The Component Lead of the BMP Maghreb Morocco Component is responsible for the implementationoftheBMP Maghrebactivitiesand components inMorocco.

The Component Lead plans and organises programme activities in Morocco and is in charge of the day-to-day implementation of the Programme in Morocco. S/he establishes a work plan in partnership with the Senior Project Manager and the Border Management Specialist and ensures its timely implementation. The Component Lead develops and maintains relationships with national 1authorities, partners and other stakeholders and liaises with the national authorities and coordinates withProgramme’sdonorsatthenationallevel.

Coordinating programme inputs, The Component Lead ensures that the programme activities are managed according to the approved programme documentation, work plans and budgets and in line withICMPD´s rulesandbusinessprocessesaswellaspartneranddonoragreements.

The Component Lead is responsible for a timely achievement of high-quality programme outputs within the Morocco-related activities. S/he contributes to planning and monitoring of procurement activities, manages procurement contracts and organises and supervises the work of experts ensuring high quality and timeliness of outputs. S/he supports preparation of substantive outputs such as assessments and reports, contributes to donor reports and assesses achieved results for qualityandimpact.

The Component Lead contributes to overall planning of Programme and participates in programme communications activities preparing content and inputs as well as contributes to the development of newinitiativesandformulatesanddraftsconceptsanddocuments.

The Component Lead works under the supervision of the Senior Project Manager and in close collaboration with the BMP Project Team members in Tunisia, Morocco and Malta, the BMS Specialists, the Procurement Manager and the CRM and Procurement Teams in the ICMPD HQ. The Component Lead supervises the work of the Project Officer – Morocco Component. The Component Lead maintains regular contacts with partners, donors and other project stakeholders at working level.

Tasks and Responsibilities:

1. PlanningandImplementationofActivities:

Plan and organise activities according to programme´s work plan, under the guidance of the SeniorProjectManager;

Track implementation of the work plan and the timely accomplishment of programme outputs. Propose to the Senior Project Manager possible adjustments or corrective action, whenrequiredandimplementthem;

Mobilise experts, goods and services for component activities, including preparation of Termsof Referencesandspecifications;

Participate in regular coordination activities with the Programme’s other components, and national stakeholders to ensure that scope and direction of activities remain relevant for achievement of the intended results. Regularly communicate and exchange with stakeholders;

Closely coordinate with other Programme components through close cooperation with the SeniorProjectManager;

Coordinate and follow-up with national partners ensuring that activities are carried out accordingto agreedworkplanand otheragreements;

CoordinateandcooperatewiththeEUDelegationin Moroccoand withthebeneficiary agencies.Liaiseandexchangewithotherinternationalprojectsandothernational and internationalstakeholders;

Participateinandfollow-uptoNationalTechnicalCommitteemeetingsaswellasallother projectrelatedeventsatthenationalandregionallevel;

2 Coordinate work of experts, consultants and contractors ensuring that content and outputs are produced in a timely manner, according to programme work plan and ICMPD´s quality standards;

Coordinate and oversee the organisation of programme events, meetings, workshops and otheractivitiesrelatedtothe Moroccan component;

Design and formulate content and scope, draft agendaand identify participants and resource persons;

Organise Project Officer’s s work in accordance with approved work plan. Keep informed aboutprogressof programmeimplementation;

ParticipateinthepreparationofaM&E plan forthe Morocco componentinalignmentwith theoverallProgrammeM&Eplan.Ensureregular,accurateand timelycollectionof datain linewiththeM&Eplan;

Regularly analyse and asses the progress of implementation towards the component level targetsand proposeadjustments,asapplicable;

bordermanagementactivitiesintheregion.Cultivatemediacontacts,preparepress

releases,projectinformationandvisibilitymaterials;

KeepingtheProgrammeTeamuptodate ondevelopmentsinthebordermanagement

sectorin Morocco.

2. ImplementationofProgrammeProcurement:

Provideinputstothedevelopmentoftheprocurementplanforthe Moroccocomponent; DefinerequirementsinconsultationwithMoroccanstakeholders,throughtheorganisation of jointneedsassessments;

Supportmarketresearch,incooperationwithnationalstakeholders,andexperts,withaview to providingtheProcurementTeamwithconcreterecommendationsthatensure

transparentandaccountabletendering,bidselection,andcontracting

SupportinidentificationofspecialisedexpertiseincooperationwiththeSeniorProject Managerand ProcurementTeam;

Participateinthebidevaluationpanel(s)uponrequest;

milestonescoordinatewithcontractors.Ensurequalitycontrolofdeliverablesand

confirmationofreceiptincludingreparationofReceiptandInspectionreportsin

collaborationwithprojectbeneficiaries,andinconformitywiththeContractManagement Plan.

3. ProgrammeAdministrationandCompliance:

Ensure that programme activities are implemented in an efficient and cost-effective manner inlinewiththeworkplan;

Ensure that administrative processes are carried out promptly andin accordance with ICMPD rules and established business processes. Ensure compliance with donor rules as applicable, underthesupervisionoftheSeniorProjectManager;

Regularly monitor expenditures and disbursements for assigned activities to ensure that budget allocations are not exceeded. Propose corrective action as required. Contribute to budget revisions to adjust budget to changes in programme work plan. Proposes for allocationofsavings;

Oversee, initiate and follow-up on recruitment processes of experts for the Morocco Component according to ICMPD´s recruitment procedures (prepare recruitment requests, organiseandparticipateinselectionprocessesandinterviewpanels);

3 Maintain programme documentation electronically and on physical file, in a secure fashion and in line with ICMPDdataprotection standards, donorrequirements, and national security relatedrequirements.

4. ProgrammeReportingandContributiontoProgrammeDevelopment:

Review,commentuponandreviseprojectreports,feasibilitystudiesandassessments; Compile and draft inputs on programme implementation to internal and external programmereviewsandreports;

Contributeinputstonewprogrammeconcepts,proposals,workplansandbudgets;

Participate on behalf of ICMPDin conferences/meetings/seminars relevant forthe respective areas ofwork;

Track lessonslearnedandproviderecommendationsforProgrammesustainabilityand follow-up.

Incumbent Profile:

A minimumof5yearsofposition-relevanttechnicalworkexperienceinmanagementof projectsinthefieldofthe BorderManagementandSecurity;

SubstantiveandholisticknowledgeofbordermanagementissuesintheMediterranean region;

ExperienceinthemanagementofEC-fundedprojects;

ExperienceinmanagementoflargeprocurementcontractsinthefieldofBMS;

Familiaritywithinstitutionalset-upandmechanismsofbordermanagementatthenational and locallevelinMorocco,previousexperienceinMoroccoin atechnicalroleastrong asset; Projectmanagementcertificationisanasset.

CorporateQualifications:

Experienceininternationalcontext;

Proficiencyin(verbal/written)EnglishandFrench,Arabicisanasset;

Master´s degreerelatedtotheareaof work.

Compensation:

ICMPD offers a monthly gross salary to be calculated based on qualifications and experience. AdditionalbenefitsincludeHealthandAccidentInsuranceandsixweeks’annualleave. 4Application Procedure:
