DanChurchAid (DCA) invites applications for an experienced Monitoring, Evaluation and Learning Coordinator (MEAL) Coordinator to support two programme teams in South Sudan. This is a non-family position, based initially in Juba, with frequent travel, to support DCAs directly implemented programmes and those implemented through local partners (National NGOs).

1. Programme MEAL system, framework: Development and Implementation

1a. Programme Monitoring and Evaluation

a. Develop and implement a MEAL strategy and approach with related to support learning, management and accountability for the country programme;

b. Provide technical support to DCA units and partner M&E staff through regular contact, field visits and meetings;

c. Oversee the roll out and functionality of DCA South Sudan IM system, including the design and maintain electronic and paper-based MIS/GIS systems for tracking and reporting all data;

d. Enhancing the capacity of partners and staff on monitoring, evaluation, accountability and learning systems through mentoring and formal training;

e. Ensuring alignment of DCA South Sudan MEAL systems with DCA’s global results framework, including integration of specified key outcome indicators in DCA South Sudan project MEAL frameworks, and appropriate tracking of DCA South Sudan’s implementation of strategic objectives; preparation and coordination of content for global reporting processes;

f. Play an active role in global DCA MEAL community of practice, contributing to knowledge sharing and ensuring DCA South Sudan representation in development of global tools and approaches.

1b. Programme Quality and Accountability

a. Assume role of CHS Focal Point for the South Sudan Country Office to ensure programme quality and accountability;

b. Set up and oversee the functionality of complaints and feedback mechanisms;

c. Lead on program accountability to partners, national government, benefiting communities and donors;

d. Periodically follow up and revise on CHS plan implementation;

2. Project MEAL systems and Framework

2a. MEAL framework development and Implementation

a. Ensure that the DCA South Sudan program delivers on all internal and external MEAL requirements in a timely manner and with high quality information, which is relevant, disaggregated, triangulated and well analysed;

b. Engage in development of all proposals to ensure appropriate development of MEAL components and budgets, including logframes and indicators;

c. Ensure all approved projects have an agreed MEAL framework and data collection plan for all projects, which is implemented to facilitate tracking of activities, outputs and outcomes by partners and DCA-implemented projects;

d. Participate in and / or co-facilitate grant opening, closing and other management meetings in collaboration with the Program Managers, Program Officers, and Finance Department.

2b. MEAL Data Collection

a. Support DCA units to ensure partners are collecting information on all agreed program indicators and reporting on agreed indicators;

b. Develop monitoring and data collection tools for the cash transfer and food security and protection (mine action) program based on agreed program MEAL frameworks and work with Senior/Program officers in collection and management of the monitoring information;

c. Provide technical guidance and oversight over data collection activities and ensure that data collection teams are organized and resourced as needed, and that they deliver as per field mission plans and according to data quality standards;

d. Ensure that data collection and management methodologies used at field level are standardised, enabling the specific vulnerabilities of different target groups to be captured and analysed;

e. Ensuring that there is continuous verification of project beneficiaries to minimise inclusion and exclusion errors in the project.

2c. MEAL Data Storage and Management

a. Maintain databases for all data and information collected or generated by project;

b. Facilitate trainings for DCA units and partners on the use of project databases and database related reporting; and in tablet/smart phone technology for monitoring purposes.

2d. MEAL Data Analysis, Evaluation, Learning and Reporting

a. Development and implement appropriate mechanisms and strategies to ensure MEAL data is used appropriately for management and learning and reporting, including plans and tools to increase data usage among DCA units and partners;

b. Ensure that monthly quantitative and qualitative data analysis is shared with relevant stakeholders to inform program design and review including regular reports to the Program manager on specific program monitoring, evaluation, accountability, reporting and learning activities;

c. Liaise with the Program Mangers to highlight and when necessary troubleshoot problems identified in project reports, data or reporting;

d. Support program teams and partners with project assessments/evaluation planning, ensuring that minimum criteria for quality evaluations and assessments are integrated into design and implementation. If necessary and in collaboration with CD/PMs, suggest eventual necessary surveys based on the humanitarian situation in the country;

e. Analyse AME data and produce reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) for reports as necessary in a timely manner.
