Project Manager - Gender Based Violence (GBV)

DRC is seeking to add a dynamic and capable Project Manager- GBV to join a strong and dedicated team in Rakhine State, Myanmar. 

Who are we? 

DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, Northern Shan and Kayah. 

In 2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000 persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities target these IDPs, as well as other local vulnerable populations such as host villages and isolated villages. DRC implements a multi-sector response, including camp management, GBV, Child Protection, Livelihoods, Protection, and WASH in Sittwe, Pauktaw, Kyauktaw, and Mrauk-U Townships in Rakhine. 

Protection programming is a key aspect of this, and DRC is paying a special attention to GBV prevention and response through dedicated and trained teams in different locations. DRC is looking for an experienced Project Manager- GBV to ensure quality of GBV response services, prevention activities and women’s empowerment programming.

DRC/DDG Myanmar currently employs over 350 national and 30 international staff and operates from eight operational offices. The main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, DANIDA, DFAT, and SDC. 

The Project Manager-Protection will report to the Protection Manager in Rakhine State, Myanmar.

Overall purpose of the role:

• Responsible for developing context sensitive strategies and implementing the relevant project component of DRC's GBV programs in the area  

• Provide technical expertise on program development in all relevant projects, including on GBV prevention, response, risk mitigation, women’s empowerment, capacity building, and coordination related activities  

Sector responsibilities: Advocacy for survivors of GBV, GBV prevention and response initiatives, GBV case management and tailored case support, and GBV safety audits and monitoring.

 

Main Responsibilities  

Project Management and implementation:

• Take leadership in the implementation of DRC’s GBV prevention and response related activities.

• Ensure the highest quality of the GBV interventions and coherence between all projects, ongoing and proposed, according to the overall protection strategy, ensuring adherence to international standards.

• Take leadership of the GBV programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism on site, and in synergy with other DRC interventions in the area.

• Formalize and develop project related operational tools and training modules, with support from the Protection Manager.

• Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirements

• Work with the Protection Manager to being incorporating GBV safety audit findings in monthly protection monitoring reports

• Identify, design, and supervise context specific GBV prevention activities and curricula, including awareness raising and women centers curricula.

• Conduct regular field and monitoring visits to support and guarantee program quality.

Program development, strategy, and external relations:

• Representation of DRC and active participation in GBV sub-sector meetings and other relevant meetings with partner organizations, donors, and government stakeholders.

• Oversee knowledge sharing across teams and ensure that monitoring and evaluation results are understood and used to improve programs.

• Drive the development and growth of the GBV program within the DRC program objectives, including supporting proposal development, and feed into country-wide strategy development

• Ensure cooperation and integration with Child Protection and General Protection programmes through working with the other project managers

•  Coordinate with other DRC departments to ensure the inclusion of cross cutting issues and GBV risk mitigation measures

• Analyze GBV IMS data and other secondary data to inform existing programming.

Accountability and reporting:

 

• Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within the protection program as well as strengthening the effort to document the impact of activities.

• Ensure compliance with internal and external reporting requirements as well as DRC policies and procedures, particularly with respect to GBV and the code of conduct

• Provide input for monthly, quarterly, interim, and annual donor reports as well as ad hoc donor requests

People Management:

 

• Lead and manage DRC’s GBV team including mentoring, ensuring coordination, recruitment, and capacity development

• Ensure appropriate measures are in place for close supervision and technical support for field-based staff 

• Provide on the job training as required, adapt trainings/coaching to specific staff needs, and provide continuous technical guidance

 

• Support the GBV team in building the capacities of the Women and Girls Center based staff

As Manager the post-holder is responsible for the following:

 

• Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility 

• Accountable for making significant decisions on what the GBV team does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources. 

• Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.

 

• Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC.

About you  

• Master's degree (e.g. humanitarian programming, international development, human rights, gender studies) desirable.
• Undergraduate degree in related field (international relations, anthropology, social work, gender studies) required.
• Minimum 2-3 years of proven international experience in NGO projects, particularly in managing GBV projects.
• At least 2 years' experience with people management.
• Excellent writing and editing skills for external audiences (including governments and donors).
• Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc.).
• Experience working with Monitoring and Evaluation

Conditions  

Duty station: Sittwe, Rakhine State, Myanmar, with regular travel to Mrauk Oo.  

Contract: 12 months, renewable dependent on funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates, which can be found on www.drc.dk under –Vacancies. The position is classified as F2.
