Organizational Setting
 
FAO Bangladesh assists the Government to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.
 
“Meeting the Undernutrition Challenge (MUCH)” is the follow-up project of the National Food Policy Capacity Strengthening Programme (NFPCSP) and is based in the Food Planning and Monitoring Unit (FPMU) of the Ministry of Food (MoFood) in Bangladesh. The MUCH project broadens the scope of NFPCSP’s interventions by extending support to other core ministries, civil society organizations (CSOs) and the private sector, endeavouring to achieve a strengthened enabling environment for eradicating food insecurity and malnutrition. It does this by improving in particular (i) cross-sectoral and sectoral policies and investment programmes for food security and nutrition (FSN) that are gender sensitive; (ii) human and organizational resource development for FSN; (iii) financial resource allocation for FSN; (iv) inclusiveness of governance and coordination mechanisms for FSN; and (v) comprehensiveness of information generation to support FSN policy formulation and programming.
 
The post is located in the MUCH project office hosted by FPMU, MoFood in Bangladesh as well as in the FAO Representation.
 
Reporting Lines
 
The Senior Nutrition Specialist works under the overall guidance of the FAO Representative in Bangladesh, technical supervision of the Lead Technical Officer (LTO) of the MUCH project, direct supervision of the MUCH Chief Technical Advisor (CTA), and in close consultation and collaboration with the MUCH Technical Assistance Team (TAT), FAO Headquarters and Regional Office for Asia and the Pacific, government counterparts, especially FPMU, as well as development and implementation partners.
 
Technical Focus
 
Development and implementation of cross-sectoral policy frameworks, nutrition sensitive interventions, technical and institutional capacity strengthening, policy, scientific and evidence-based analysis related to nutrition, development of policy briefs, tools, learning and outreach materials on nutrition, support for achieving national and international goals on nutrition, and coordination with development and implementation partners
 
Tasks and responsibilities
 
  • Plan, manage, and lead a multi-disciplinary team on nutrition (food utilization and consumption) in coordination with FPMU and other core ministries in agriculture, fisheries and livestock, women and children, and health and family affairs;
  • Provide technical and policy advice to the core ministries, inter-ministerial food and nutrition security teams, and representatives of civil society and the private sector, in the development, implementation and monitoring of cross-sectoral and sectoral policy frameworks and investment plans, food security and nutrition programmes, and nutrition-sensitive interventions, including a national food and nutrition security policy currently under development;
  • Plan, organize and participate in capacity development activities and oversees the development of related materials and tools, which entails mentoring government counterparts of the core ministries, including the Bangladesh National Nutrition Council (BNNC), and conducting training workshops, seminars and meetings on issues related to nutrition, food security, assessment methodologies, advocacy and sensitization, and other topics identified in response to national needs;
  • Supervise and lead data collection, validation, analysis and reporting to support the development of technical standards, such as dietary guidelines, analytical tools, methods and instruments, and project’s flagship publications;
  • Collaborate with and contribute to multi-sectoral, multi-stakeholder policy dialogues, initiatieve and platforms, such as the Food and Nutrition Scurity Programme for Bangladesh, Scaling Up Nutrition (SUN), Food Security and Nutrition Clusters, and National Information Platform on Nutrition (NIPN), and the United Nations Development Assistance Framework (UNDAF);
  • Contribute to developing, implementing and achieving relevant national and global food and nutrition security policy commitments, such as national five-year development plans and the Sustainable Development Goals;
  • Contribute to the preparation of project’s annual work plans, monitoring of planned activities, and progress reporting to the Programme Steering Committee and the Supervisory Management Board; and
  • Perform any other duties to ensure successful completion of the assignment.

Minimum Requirements
  • Advanced university degree (for Consultants) / University degree (only for PSA) in nutrition, nutrition policy, food science, dietetics, public health, or a related field
  • Ten years of relevant experience in nutrition or a field related to the tasks and responsibilities of the consultancy
  • Working knowledge of English and limited knowledge of French, Spanish, Arabic, Chinese or Russian (for Consultants). Working knowledge of English (for PSAs)
