TERMS OF REFERENCE

DRC Yemen – WASH Officer

 I.     BACKGROUND

The Danish Refugee Council (DRC) has delivered humanitarian relief and development programming in Yemen since 2008. DRC focuses on supporting refugees, migrants, and people displaced by conflict and natural disasters, working especially in areas with access challenges. DRC engages in protection, emergency, WASH, and mine risk education programming among other sectors, and has hub offices in Sana'a, Aden, Hodeidah, as well as several other locations throughout Yemen.

In response to the critical and constantly evolving humanitarian situation in Yemen, DRC has assumed a leading role in coordinating response at IDP hosting sites. Working at IDP sites involves working together with international and local organizations in order to coordinate implementation of humanitarian activities, support community based site management mechanisms, and monitor standards, needs, and gaps.

General responsibilities of the WASH Officer include ensuring the quality of WASH planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC. Specifically, the main activities often include working on emergency water supply, hygiene item distribution, hygiene promotion, construction of latrines, installation of water points, well rehabilitation, water storage, and water purification. This is a field based position.

III.     CORE FUNCTIONS & RESPONSIBILITIES

WASH programming

o   Ensure efficient and effective program implementation while following the budget and work plan

o   Participate in preparing regular and ad hoc reports, proposals and budgets

o   Provide technical and professional WASH support to WASH field team and other DRC departments

o   Support governorate & district level stakeholders in planning, orientation, training, and other activities

o   Support to form/reactivate and capacitate the CWMCs and school’s WASH clubs

o   Support the organization of community level sanitation and hygiene campaign, and manage all WASH supplies and IEC materials, as well as their distribution

o   Facilitate the process of capturing, documenting and disseminating project experiences, achievements, and good practice as lesson learnt, case studies, and progress reports

o   Coordinate and engage with key WASH partners (especially GARWSP) and other stakeholders and

o   Maintain smooth coordination and communication between WASH and other projects’ staff members

o   Ensure gender equity and social inclusion in all aspects of WASH interventions

o   Carry out technical quality control of constructed facilities

o   Monitor and supervise construction companies contracted by DRC for execution of projects


 

Site management and coordination

o   Work closely together with community based site management committees at sites

o   Support site planning in order to ensure that IDP site residents are able to live in dignified conditions

o   Monitor sites to identify needs, gaps in service provision, and duplication of efforts at IDP sites

o   Collaborate with relevant internal and external technical experts on sector relevant issues

o   Represent DRC at meetings and other relevant technical coordination meetings

o   Ensure integration with other DRC sectors

o   Support other teams in conducting multi-sectorial assessments of IDP needs

Information management

o   Establish, maintain, and actively utilize networks of key WASH informants at IDP sites

o   Support with the timely registration of IDPs, including identification of WASH related needs

o   Maintain a comprehensive database of service and needs related information for each site

o   Analyze site related and contextual information to support DRC MEAL project evaluations

o   Provide, document, and track timely referrals and WASH service requests to key partners

Other responsibilities

o   Support the monitoring of financial commitments and expenditures against budgets, providing timely feedback on budget follow-up

o   Plan and coordinate proactively logistics and movements of staff from at different operational areas

o   Initiate procurements and ensure their execution

o   Ensure distribution plans are prepared and shared with logistics in a timely manner

o   Support the CCCM team in conducting WASH related capacity building

o   Train site committees in site monitoring, especially with WASH related issues

o   Actively participate in development and implementation of protection and gender mainstreaming

o   Perform any other duties assigned by the Camp Management Team Leader to advance DRC's work

IV.     QUALIFICATIONS

o   University degree in civil engineering

o   Minimum two years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to IDPs

o   Proven skills in building relationships with stakeholders at the community, local, and national levels

o   Good conceptual understanding of gender, protection, and human rights

o   Excellent representation, negotiation, interpersonal, and communication skills

o   Strong team spirit and ability to work comfortably in multi-cultural contexts

o   Good skills with basic software, such as MS Word, Excel, and PowerPoint

o   Knowledge of field specific software, such as AutoCAD and Civil 3D

o   Ability to write reports and situational briefings in English

o   Ability to spend extended periods of time in field conditions

o   Ability to come up with innovative solutions to unexpected and challenging problems
