Organizational Setting
 
The position is located at the FAO Representation in Georgia. The main aim of the FAO country offices, which are headed by the FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
 
Reporting Lines
 
The National Project Manager shall operate under the overall guidance and responsibility of the FAO Representative in Georgia, direct supervision of the FAO/ENPARD Coordinator and in close collaboration with other international and national consultants of the different FAO projects in Georgia and FAO Representation Office for Georgia.
 
Technical Focus
 
Day to day management of project activities, linked to the seedling certification framework in Georgia, as well as the support of private sector (nurseries) to increase their technical capacities to effectively produce and promote certified planting materials.
 
Tasks and responsibilities
  • Overall day to day management of the project;
  • Maintain close liaison and communication with the EU, Ministry of Environmental protection and Agriculture, and FAO in relation to the project implementation and development;
  • Coordinate the work of different partners involved in the project implementation and develop the activities of the project to fit to the technical needs of different stakeholders, including private nurseries
  • Manage and coordination of local team members, international and national consultants;
  • Lead the coordination with other UN agencies that will implement this joint project (UNDP, UNIDO and IOM) and have a day to day interaction with the agencies to ensure effective coordination.
  • Lead the general work in terms of communication and representation of the project, objectives, outputs and results;
  • Be responsible for the overall preparation, quality and timeliness of inception, progress and final reports;
  • Prepare and deliver presentations to the project steering group established to oversee project progress;
  • Ensure that the project objectives and outputs are satisfactorily achieved Other duties as required.
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • University degree and master’s degree in agriculture and/or economy or related field;
  • At least 7 years of relevant practical experience in project management,
  • Relevant experience in managing and leading teams
  • Fluency in English and Georgian
  • National of Georgia

Technical/Functional Skills
  • Demonstrated knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for a diverse range of goods and services (preferably within FAO or other UN organizations)
  • Extent and relevance of experience in public sector procurement dealing with complex contractual issues including revising, drafting of contract, formulating   options and proposing  recommendations (preferably within FAO or other UN organizations)
  • Extent and relevance of  experience in identifying clients’ procurement-related needs and in providing support and guidance from clients’ point of view
  • Demonstrated ability to draft complex documents in English is considered a strong asset
  • Work experience in more than one location or area of work, particularly in field positions is desirable     
  • Excellent communication skills, both oral and written;
  • Demonstrated ability to work as a manager
