Organizational Setting
The Climate and Environment Division (CBC) assists member countries in their responses towards the challenge of climate change, including the mitigation of climate change, as well as the development of adaptive capacities of agriculture, fisheries and forestry to the effects of climate change. It provides a coordination role on climate change and related climate smart agriculture issues. The Division also serves as the focal point for a multidisciplinary and global approach to bioenergy.

Guided by its new Climate Change Strategy, FAO is scaling up support to developing countries to transition toward sustainable and climate-smart patterns of agricultural development. Such a transition is vital to FAO's efforts to achieve food security and nutrition for all, and can play an important role in broader international efforts to mitigate and adapt to climate change. In this context, FAO member countries have emphasized the need to scale up public and private investment in climate action. FAO is responding through a variety of avenues, including by prioritizing the development of a project portfolio with the Global Environment Facility (GEF). The purpose of this position is to support FAO's lead role in the Dryland Sustainable Landscapes Impact Programme (DSL-IP) funded under GEF-7, and assist in the coordination and implementation of the DSL-IP global project. In addition, this position will also assist with FAO's overall engagement in the Food Systems, Land Use, and Restoration Impact Program (FOLUR-IP).

Reporting Lines
The Natural Resources Officer reports to the Senior Natural Resources Officer, under the overall guidance of the Director, CBC.

Technical Focus
Supporting the development, land monitoring and assessment, capacity building, quality control, and effective implementation of FAO's Dryland Sustainable Landscapes Programme.

Key Results
Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions
• Researches and analyses technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;
• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;
• Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;
• Collaborates in the development of improved/updated tools, systems, processes, and databases;
• Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials and online tools;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Supports resource mobilization activities in accordance with the FAO corporate strategy.

Specific Functions
• Contributes to the formulation of new GEF projects under DSL-LP and other relevant GEF investments, and also contributes to design of projects in the pipeline and the implementation of existing projects;
• Assesses and identifies the most suitable datasets to support the needs of the unit for operational national monitoring systems and land assessments;
• Provides support, with selected partners and resource persons at country level to support integrated and sectoral land use assessments;
• Provides technical support to the execution of projects and programmes in adapting and applying the up-to-date;
• Supports the capacity development plans on land monitoring, assessment and reporting, including preparation of training and workshop material;
• Participates in country missions as necessary and provide technical assistance in project implementation, capacity development, and monitoring/impact assessment;

• Prepares technical content for working papers, advocacy materials, web pages, articles and information material for technical networks, workshops, conferences and other outreach events; presents on FAO work as required;
• Liaises with other FAO divisions, regional, subregional and country offices, international agencies, government institutions, civil society and the private sector and other partners on land resources assessment and management with a view to making available effective partnerships, resource mobilization and harmonization of methods, tools and approaches;
• Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in natural resources management, forestry, geography, agricultural sciences, environmental sciences or a related field;
• Five years of relevant experience in spatial data assessment including experience in remote sensing of land resources/ecosystems, monitoring, and management;
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience and knowledge in land use assessment;
• Extent and relevance of experience in capacity building workshops focused on technical knowledge transfer to governmental institution;
• Extensive knowledge of RS/GIS techniques, FAO's Open Foris suite and other earth observation platforms;
• Knowledge of Land Use, Land-Use Change and Forestry (LULUCF) processes and national greenhouse gas inventories;
• Extent and relevance of experience in preparation and supervision of Letters of Agreement, Field Budget Authorization and Procurement requests in the context of FAO's technical in-country support is considered an asset.
