SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of Work:

The As an employee of the Swedish Committee for Afghanistan, the Security Senior Officer represents SCA and must develop strong and fruitful relationships with many different actors in order to fulfill his tasks. The Security Senior Officer shall at all times behave in a respectful, cordial and professional manner and always act in accordance with SCAs’ Code of Conduct. The Security Senior Officer will deeply look on network building and work with key influential people with close coordination and support of unit managers at regional level. Organizational placement of the position: Immediate superior: Head of Office and Security Manager.                      

Qualifications & Requirements:

Regional and cultural knowledge of areas of SCA field operations in Afghanistan.
University graduate with 2-3 years relevant experience
Demonstrated high-level analytical skills
Fluency in English and local languages
Ability to read and interpret maps (very important)
Willingness to work long hours when required
Able to travel outside of duty station to SCA Regional Offices as frequently as required

Main Responsibilities:

Daily security updates 
Site security inspections
Liaise and coordinate with SCA units and external actors
Updating SCA/General security incidents databases
Alert staff on current events via SMS
Manage guards’ operation/trainings, meetings and closely work with Chief of Guard to improve the current procedure   
Filling system, major security incidents in RMOs city level, SCA security incidents report, security advisories etc.
Updating the security incidents charts and recording all security incidents in data base.
Updating incidents mapping of Takhar regional management office including its LOs
Issue road mission clearance for staff travelling to RMOs
Security and compound briefing to new arrival staff to SCA national/international
Conducting hibernation, relocation and evacuation drill
Monitoring news TV channels, official websites and local medias
Regular check with RMOs security focal points about security situation and possible threat to SCA staff and operation      
Participate in programmatic planning and provide security related analysis (Risks & Threats). 
Security Duty Officer with 24 hours readiness every 3-4 week, responsible for SCA’s immediate response to emergencies
Responsible for some day-to-day operational tasks
Training Staff (Induction) on a vast array of Security topics: Kidnapping, Carjacking, Road Safety, Land Mine Awareness, etc.
Other job-related tasks as identified critical to SCA Mission
Ensure that minimum operating security standards and procedures are implemented in the field offices and sites.
Incident report writing
Develop a strong and diverse information network from which reliable and up to date information on security may be obtained;
Pro-actively contact members of this information network to collect information on security in order to provide advice to the staff on security issues
