The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement’s mission is to save lives, alleviate human suffering, protect life and health, and uphold human dignity, especially during armed conflicts and other emergencies. The international engagement of NorCross is based on and guided by humanitarian needs and the humanitarian imperative aiming at achieving humanitarian objectives. Internationally, NorCross operates exclusively inside the framework of the RCRC Movement, and has established regional and country offices to ensure decentralized decision-making and proximity to partners and projects.    
 
The position is placed in the Programme Unit at headquarters in Oslo, one of five units in the International Programmes and Preparedness department. The Programme Unit – including Norwegian RC regional and country offices – develops and manages the long-term programme portfolio in support of national societies, IFRC and ICRC.   
 
The purpose of the Community Health position is to support Norwegian Red Cross regional and country teams with the design and implementation of community Health / outreach activities as part of primary health clinic/service according to established technical standards and evidence-based approaches. 

The position is reporting to:  Team Leader Programme Support   
Position is based in: Oslo, Norway with extensive travelling required (estimated at a minimum of 12 weeks per year). 
Contract: Temporary contract (vikariat) until December 15th 2020  

Main tasks and responsibilities 


Strategic responsibilities: 
  • Develop and manage a project aimed at improving the quality of Norwegian RC supported community-based programmes, including:  
  • Ensure implementation of Norwegian RC health technical standards with focus on community-based health to ensure evidence-based approached are used in the design and implementation of community-based health projects. 
  • Proactively promote harmonization of health projects across regions by introducing established standards and approaches and provide technical direction/guidance  
Operational responsibilities: 
  • Contributes to the redesign of selected ongoing community-based health projects, and the initiation of new similar project components, based on a consolidated work and travel plan  
  • Promotes the implementation of health technical standards through a network of health technical staff across Norwegian Red Cross regional teams 
  • Advises Norwegian RC regional and country teams on evidence-based interaction with community members and groups  
  • Leads the development of guidelines, standard logical frameworks and indicators for Norwegian Red Cross supported community health programmes.  
  • Supports the connection of community health interventions with appropriate clinical supervision 
We are searching for a person with the following qualities:  
  • Nurse/Midwife/Medical doctor or similar with a Masters degree in Public Health  
  • In-depth understanding of relevant technical standards in health programmes 
  • Experience from designing and implementing community health projects in humanitarian settings 
  • Proven experience from project management, including needs assessments project design, and reporting.  
  • English work proficiency is required; French or regional languages an asset.
  • Working proficiency in Norwegian (B2-Bergenstest). 
  • Very good ability to take initiative and accept responsibility
