NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

Monitoring & Evaluation (M&E) Coordinator - Accountability 

The purpose of M&E Coordinator position is to establish and implement systems to increase the availability and use of timely and accurate information at programs and at country levels by catalyzing the use of technology and data driven approach, for informed decision-making to ultimately improve the service provision and programme impact for people affected by displacement, and promote accountability. M&E Coordinator will provide technical support to in-country staff pertaining to M&E and accountability, and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful M&E and accountability systems. 

Responsibilities:

  1. Adherence to NRC policies, guidance and procedures
  2. Develop, support and maintain accountable and useful M&E and Accountability systems.
  3. Facilitate data analysis that supports decision making, learning, and accountability.
  4. Capture and dissemination of lessons learned from monitoring data, grant closure reviews, Country Office (CO) evaluations, program studies, and NRC annual learning review (global).
  5. Support M&E planning and activities, and support M&E capacity building.
  6. Support external exercises i.e. evaluations, assuring the quality of the process in close coordination with the Core Competencies Advisors.

  • Planning/ development (15%)
    1. Support the process to establish CO and program level M&E and accountability (Community Accountability Response Mechanism - CARM) systems.
    2. Support and/or participate in the development of guidance and frameworks for CO procedures, policies and processes that assist in institutionalizing and supporting M&E in the country mission.
    3. Participate in program design and proposal discussions, including support on theory of change development, log frame design, and budgeting for M&E.
    4. Participate in Country Strategy to ensure M&E remains a high priority in the country program.

  • Programme support (55%)
    1. Provide leadership and support to project and area managers in planning and standardizing M&E across projects.
    2. Support project and area managers in developing data collection methodology and tools, and systems for on-going data analysis.
    3. Support and contribute to the development of a data management system for programme and M&E data.
    4. Ensure that monitoring data are fed into management decisions and used in programme management.
    5. Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
    6. Support internal improvement processes (M&E matrixes, Macro Log Frames etc.) according to need.
    7. Encourage and support the absorption of lessons and recommendations at area office level, emerging from various AO (grant reviews, after action reviews, grant closures) and CO events (evaluations, assessments, technical visits, learning reviews)
    8. Facilitate data analysis and improving programme staff data literacy (and usage of institutional platform geared toward this) that supports strategic decision making, learning, and accountability.
    9. Encourage community meetings/orientations at the project start-up.
    10. Support M&E teams and program managers/coordinators to ensure that CARM is in place for each project, well understood by the team members/partners, and communicated to the beneficiaries.
    11. Manage CARM, categorization, sharing with relevant stakeholders, closure, and reporting.
  • Management (30%)
  1. Supervise, support and mentor Area Office M&E Coordinators and M&E Officers in executing M&E plans, M&E and Accountability (CARM) systems.
  2. Manage hotline interns to receive, register and perform quality checks on responses satisfaction.

Our Ideal Candidate:-

Graduate degree in directly related field, such as operations research, quantitative analysis, etc.; with significant work experience in directly related field will be considered in lieu of specific M&E related education with at least 3 years’ experience in an international NGO in an emergency setting, including M&E capacity and systems development. Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods. Understanding of data and information needs for program management and decision making. Full proficiency in spoken and written English and Arabic is essential, Kurdish is an asset. Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access). Experience using STATA, NVivo.
