CONTEXT

Corruption is a complex social, political, and economic problem, and one that undermines the rule of law and sustainable development in the Bahamas. IDLO aims to support the efforts of the Government of the Commonwealth of the Bahamas (GOCB) to promote transparency, integrity and accountability. 

 

THE POSITION

Under the supervision of the Regional Program Manager for Latin America and the Caribbean, and in collaboration with IDLO technical teams in HQ and Nassau, the Policy and Legislative Development Specialist will support the joint efforts of IDLO and the Government of Commonwealth of The Bahamas (GOCB) to fight corruption, and promote transparency, integrity, and accountability. 

 

In particular, the Policy and Legislative Development Specialist will be responsible for the following duties:

  • Support the GOCB, in advancing, from a policy and legislative development perspective its anti-corruption policies;

  • Support GOCB in ensuring that any new policy or legislative initiative relating to anti-corruption is harmonized with existing legislation, international standards and regional best practices; 

  • Support the GOCB in the development of plans and strategies relating to the legislative process for the development and implementation of anti -corruption/integrity policy;

  • Assist policymakers in developing anti-corruption law and policy;

  • Provide regular progress reports to IDLO and to the GOCB.

 

IDEAL CANDIDATE PROFILE

Education and Experience

  • Master’s degree in law.

  • Minimum of five (5) years of relevant experience in rule of law, anti-corruption, criminal justice reform, with a focus on team and project management.

  • Proven ability to coordinate and supervise the work of a team in a high-paced, quality-driven environment.

  • Demonstrated experience with anti-corruption initiatives in the Bahamas and in other jurisdictions. 

 

Languages

  • Excellent written and verbal communication skills in English

 

Technical and Behavioral competencies

  • Solid understanding and knowledge of the political system, government bodies and international organizations, and the justice and rule of law sector in The Bahamas and the Caribbean. 

  • Interest in and capacity to interpret political and policy developments and to relate them to in anti-corruption/integrity legislative and policy development.

  • Excellent interpersonal and communication and team coordination skills; ability to work constructively with several internal and external stakeholders. 

  • Excellent legal writing, strong technical drafting and editing skills with attention to detail including when under pressure. 

  • Ability to work with a high degree of accuracy and attention to quality and detail in a busy and complex environment.

  • Ability to provide training and guidance to colleagues, advising them on procedures and to be followed in relation to the relevant national legislation and best practices in anti-corruption.

  • Sound organizational and planning skills; good team player, positive attitude, flexible, and comfortable in working in multi-cultural settings.

  • Keen sense of ethics, integrity and commitment to IDLO's mandate.

 

TERMS AND CONDITIONS

For this internationally recruited professional position, IDLO shall offer the selected candidate an affiliate contract initially for 12 months, with the possibility of extension, subject to performance and availability of funding.

IDLO shall offer the suitable candidate an annual basic salary in the range of USD 60,000 and an additional benefit package, including medical, provident fund (IDLO contribution 14%) in accordance with IDLO Employee Regulations and Rules.
